Position Objective:
This position is responsible for overseeing the day-to-day administrative operations within the Station Operations Department including all Kronos payroll functions, departmental record keeping, all Attendance Tracking System (ATS) and Discipline Tracking System (DTS) disciplinary functions, human resource new hires and onboarding, position movements, contract management, and payments, departmental petty cash and procurement card purchases. This position collaborates with the Manager Operations Support and Analysis to ensure that all administrative functions are completed on a timely basis and to oversee the administrative support staff. The position is also responsible for coordinating special assignments and departmental meetings as directed.
Responsibilities:
- Position ensures the Station Ops Admin Team responsibilities are completed correctly, including material purchases, tracking vacant positions, processing weekly payroll, scheduling employee medical and training requirements, managing all required record-keeping, ensuring Departmental compliance with all MTA and Business Service Center (BSC) administrative computer program applications and all other responsibilities as they arise.
- Manage all aspects of the Human Resource functions, including personnel records, vacancy management, hiring needs, employee terminations, union employee grievances and time claims, mandatory training, employee compliance with FMLA, and both long/short-term leave cases and related issues.
- Ensure the completion of the weekly Kronos management employee payroll close and the Station Ops Weekly Timekeeping Validation Process. Collaborates with the Manager Operations Support and Analysis to coordinate and complete all quality control checks and reporting prior to the close of payroll.
- Serves as the Departmental Charging Officer regarding all ATS and DTS disciplinary issues and is the Departmental coordinator for any/all communication efforts between station operations, Labor Relations, the Department of Hearings and Investigations, and Labor Union(s).
- Responsible for the Departmental petty cash accounts, procurement card purchases, and travel and business expense reimbursement forms to ensure proper payment and compliance. This includes any/all other miscellaneous costs or special projects that require administrative oversight.
- Serves as the Administrative Coordinator during major service disruptions both in Grand Central Terminal (GCT) and our outlying operations. This includes coordinating both communication and work schedules, securing overnight accommodations, and working closely with the Emergency Management Task Force (EMTF) to coordinate provisions and emergency supplies, and all other required administrative work.
- Perform all other Station Operations Department administrative work and projects as assigned which includes responding to service disruptions and various field work assignments.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Must be self-motivated with the ability to effectively motivate and manage a diverse workforce.
- Excellent leadership skills with the ability to communicate and foster teamwork.
- Strong organizational and coordination skills with thorough knowledge of administrative functions including the ability to work independently and/or simultaneously on multiple projects and adherence to deadlines.
- Must have experience working within a computerized procurement system that is focused on purchasing goods and services.
- Must be computer-literate, with working knowledge in a Microsoft Office Suite environment, including Outlook, Word, Excel, Access and PowerPoint, or equivalent applications.
- Also, must have working experience using PeopleSoft, Kronos, and the ATS and DTS systems, or comparable timekeeping, purchasing, and human resource systems.
- Strong oral, presentation, and written communication skills.
- Knowledge of budgetary and financial control processes, including developing annual financial plans.
- Excellent customer service and interpersonal skills with the ability to communicate effectively with various departments and levels of management throughout Metro-North and other MTA Agencies.
- Must be able to maintain a high degree of confidentiality and discretion.
- Must be able to respond to emergencies 24 hours a day, 7 days a week.
- Must have a valid driver’s license and the ability to travel to various work locations when called upon.
The Following is/are preferred:
- Strong administrative, problem-solving, and analytical skills.
- Familiarity with the administrative functions of the MNR substitute-bus operation.
- Knowledge of TCU labor agreements and all applicable work rules.
- Project management skills with the ability to take on assigned projects from conception to completion and with adherence to deadlines.
Required Education and Experience:
- Bachelor’s Degree in Business Administration or related field. Demonstrated equivalent experience, education and/or technical credentials to include four additional years of related experience may be considered in lieu of a degree.
- Minimum of five (5) years of experience with progressively more complex administrative responsibilities.
- Minimum of three (3) years of experience managing staff.
The following is/are preferred:
- Familiarity with Metro-North Railroad’s administrative and departmental reporting structure as well as MNR’s service territory.
- Familiarity with the administrative responsibilities and services provided by the MTA Business Service Center (BSC) is also preferred.
This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
