 This is a Non-Represented Position.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

 Summary: 
The LIRR Senior Director Strategic Priorities identifies, executes and coordinates strategies that improve effectiveness, efficiency, or service quality. This position will steer many initiatives that are essential to achieving the agency goals and objectives.  Additionally, this position will work with Senior Management to address key operational, strategic or policy issues by instilling best practices, analyzing relevant data and leveraging modernization opportunities. This position is responsible for continuous improvement within the agency that is essential to fostering a culture of data-driven decision making and general high performance.  
 Responsibilities:
 Responsibilities may include but are not limited to:
  • Direct and manage high-profile initiatives for senior management that improve the agency’s economic efficiency, service quality and overall performance.  Provide oversight and management for the Operations Analysis team in reviewing, coordinating and standardizing operational related statistics and data across the major operating departments as well as reviewing and implementing current and new business processes.
  • Provide direction and oversight of operational and administrative analytics, financial analysis, business process reviews, and benchmarking that supports agency initiatives with regard to historical cost trends and drivers, cost-effectiveness, and productivity and provide support for the implementation of new initiatives and projects. Assist the agency and senior management in determining “best practices” as well as assist in the agency decision-making processes, particularly with regard to responsibly managing operational and administrative costs.
  • Partner with MTA Headquarters and interagency working groups to implement projects critical to reshaping the agency into a more innovative and cost-effective agency. 
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Perform other assignments as requested by Senior Management.
 Qualifications: 
A.
  • Must possess a Bachelor’s degree in Business Administration, Information Technology, Operational Analytics, Transportation or related area with 7-10 years of related experience.  Demonstrated, directly related equivalent experience and education may be considered in lieu of the degree, subject to approval. 
  • Must possess 7-10 years of progressively responsible experience in finance, public administration, or public transportation agency. 
  • Must possess of 2-5 years of managerial experience in a large corporate or government organization with responsibility for identifying, analyzing and implementing new business practices and strategies.
  • Must possess strong interpersonal skills with an established record of successfully completing projects by obtaining group consensus and cooperation. 
  • Must possess excellent quantitative, analytical, and problem-solving skills, together with demonstrated proficiency in business case development and implementation planning. 
  • Must possess excellent communication skills, both oral and written, with the talent to discern different contexts and audiences and to reach consensus on strategy. 
  • Demonstrated skill in redesigning administrative and operational business processes is required.
  • Must be able to follow through with implementation in a complex organization with flexibility to adjust plan to achieve success.
  • Demonstrated experience and skill working in a union environment is required.
  • Must be capable of building a strong and successful network, developing new relationships, and influencing decision makers.
  • Demonstrated leadership skills in team and/or group settings, including team process and staff development skills are required.
  • Must have the ability to prioritize tasks and initiatives, to address competing needs, and manage multiple projects at the same time.
  • Strong proficiency in Microsoft Office Suite (Word, Excel, Power Point) and experience with business analytics/intelligence tools are required.
 
B.
  • Master’s degree is preferred.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process.
