The NYCT Department of Subways, with almost 7,000 subway cars and 472 stations, employs 29,000 individuals who work together 24/7, 365 days a year, to move millions of customers safely to their destinations. These employees operate trains, maintain railcars, assist customers in stations, make critical right-of-way and electronic repairs, and provide technical and analytic support to deliver timely and reliable customer services.
This position will have overall responsibility for the stakeholder experience for work train service and oversight of the entire work train operations, including coordinating resources with C&D, coordinating with Maintenance of Way, Car Equipment, Service Delivery Field Operations, the Operations Control Center, Operations Planning, and Buses, overseeing development of general orders and flagging protocols. The Deputy Chief will also be responsible for all stakeholder touchpoints, including transferring of trains, coordination, and deadlines for work train requests, and developing the manifests process.
Compensation:
Salary Range (Exec/1312 Hay): $143,247 (Min) - $ 203,318 (Max)
Responsibilities:
- Utilize service monitoring tools (e.g., ATS, ITRAC, stringlines), feedback from stakeholders, and direct observation to evaluate the Work Train operations across the subway system to ensure reliability. Focus areas will include the speed, evenness, and reliability of work train service, scheduling by Operations Planning, coordination between pick needs and headcount
- Assess areas within the operation that require intervention and coordinate with (and direct as needed) the appropriate teams in Service Delivery, Maintenance of Way, Car Equipment, Buses, Operations Planning, and/or Construction & Development to take appropriate action. Follow-up to ensure prompt action is taken and evaluate effectiveness of the intervention.
- Forecast and review upcoming C&D work develop plans for monitoring service, work train availability, and customer touchpoints. Coordinate with other divisions to identify potential areas of concern and develop mitigation plans. Apply lessons learned from prior experience to ensure potential problems are addressed proactively.
- Provide a recap of each projects service performance, significant events, mitigations, and lessons learned. Review the results with stakeholders from other divisions, departments, and agencies.
Education and Experience:
A Baccalaureate degree in Business Administration, Public Policy, Economics, Mathematics, Transportation Planning, Urban Planning/Studies, and Operations Research or a related field; An equivalent combination of years of experience and education may be considered in lieu of a degree.
Fifteen (15) years of experience, of which ten (10) years have been in a supervisory or managerial capacity are preferred.
Desired Skills:
- Strong familiarity with DOS operations and maintenance practices.
- Understanding of the customer experience and communications channels.
- Project management experience working in a collaborative environment with other divisions
Selection Method:
Based on evaluation of education, skills, experience, and interview.
All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
