Position Objective:
Develop, manage, and oversee the construction, repair, and maintenance of bridges and right-of-way structures within Metro-North’s Harlem, Hudson, and West-of-Hudson territories. Coordinate projects with other departments as well as local municipalities. Define work objectives for future maintenance, construction, and repair programs based on the American Railway Engineering and Maintenance-of-Way Association (AREMA) and station and facility standards for safe and reliable operation. Assist department in Enterprise Asset Management (EAM) functions.
Responsibilities:
- Implement and develop cyclical construction and repair programs for bridges and right-of-way structures, ensuring safe and reliable service. Evaluate regularly and recommend corrective actions.
- Develop and evaluate future construction, maintenance, and repair programs for bridges and right-of-way structures which include determining appropriate structures for repair and replacement and developing cost estimates.
- Develop project scopes and production planning schedules for in-house projects to perform work safely efficiently and in compliance with the Metro-North Safety Program.
- Direct subordinates in efficient use of budgeted resources. Review allocation of personnel, material, and equipment for all projects and make necessary adjustments to coordinate with other Maintenance of Way (MOW) department’s schedule changes.
- Coordinate and plan all work efforts on inter-departmental projects with various department managers to ensure maximum productivity.
- Review construction designs for compliance with Metro-North standards.
- Quality Assurance/ Quality Control (QA/QC) Metro-North bridge inspection reports, taking statistical sample reports and checking them against the structure to verify the accuracy of reports.
- Review deficiencies found during inspections, develop priorities for repair and assist the Engineering group in developing appropriate repairs and plans.
- Design and detail temporary work platforms, safety platforms, and structural supports for all related work. Provide technical support for issues discovered in the field during bridge maintenance work.
- Lead the in-house work crews to create safe and productive work conditions. Involve engineers assigned to the projects to become familiar with work zones on and about the tracks.
- Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Strong ability to analyze complex situations involving structural and safety defects at bridges and right-of-way structures.
- Strong leadership and team building skills and the ability to foster a professional work environment, trust, effective communication, and respect.
- Excellent planning, forecasting, and organizational skills to ensure construction, repair, and maintenance work are on schedule and service disruptions minimized.
- Strong ability to analyze repair and maintenance problems and develop solutions.
- Strong knowledge of carpentry, masonry, and steel construction.
- Strong verbal and written communication skills.
- Strong ability to interact with internal departments, as well as city and state agencies.
- Knowledge of MS Office Suite or comparable applications.
- Familiarity with collective bargaining agreements.
- Ability to be on call 24 hours/7 days.
- Valid driver’s license.
Required Education and Experience:
- Bachelor’s Degree in Civil Engineering, Construction Management, or related discipline. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree.
- Minimum seven (7) years of experience in construction, maintenance, and repair of Bridges to include broad knowledge of overall rail/transportation operations.
- Minimum five (5) years of progressively complex management experience managing projects and a diverse workforce.
- Professional Engineering License.
The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
- Professional Engineer (PE) License in NY or ability to get reciprocity within six (6) months.
- Familiarity with collective bargaining agreements

This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
