Only qualified internal candidates will be considered for this position.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
The Manager, Asset Recovery is responsible for the day-to-day administration of MTA authority-wide programs for refuse, recycling, industrial waste removal, material sales, sale of scrap commodities, and disposal of rejected material. This includes preparing contracts and administration of sales involving the disposal of obsolete, excess, and scrap material and equipment. Manager will direct operations through a team of project managers, contractors, and sales specialists who execute the internet sales program, generating more than $2M in annual revenue.

RESPONSIBILITIES:
- Manage and build an internal team, focusing on professional excellence and growth.
- Develop scope of work, prepare contract documents, and enter requisitions for various contract actions in support of Asset Recovery managed programs.
- Interact regularly with Procurement to monitor progress of current contract action, identify opportunities in upcoming new contracts or renewal events.
- Supervise contractor work, addressing performance issues and ensuring compliance with Terms and Conditions and all applicable federal and local laws and regulations.
- Working with accounting and budget departments to ensure activities conform to all fiscal requirements, including review and approval of invoices
- Responsible to track, monitor and update project status, deliverables, and milestones as part of program implementation and management.
- Administer Sales Program for the Authority’s obsolete, excess or scrap material and equipment, including Memorabilia and Collectibles.
- Organize and in-person marketing events, selling memorabilia and collectibles at 2 Broadway (open to MTA staff) and the Asset Recovery yard in Brooklyn (open to general public).
- Perform facility waste management audits to determine needs and gauge compliance with established protocols. Address deficiencies with facility management and oversee implementation of corrective measures.
- Stay up to date on latest laws, rules and regulations as they relate to surplus material disposition, waste disposal and recycling.
- Other duties as assigned.

- Strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
- Proficiency in and/or ability to communicate effectively
- Proficiency in and/or ability to complete short- and long-term projects effectively and as efficiently as possible.
- Demonstrated proficiency in or ability in the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
- Must possess strong program management skills, while managing multiple priorities under time pressure.
- Must have proven ability in exercising discretion in a variety of confidential matters.
- Must have proven ability to plan, track progress, resolve conflict, as well as garner consensus among stakeholders to accomplish goals.
- Must possess strong attention to detail.
- Must possess excellent oral and written communications skills with ability to present information clearly and concisely.
- Must have knowledge of applicable state, local and federal requirements including environmental laws and regulations
- Demonstrate solid judgment with ability to adapt to changing circumstances.
EDUCATION AND EXPERIENCE:
REQUIRED
REQUIRED
- Bachelor’s degree in Business Administration, Marketing, Accounting, Transportation or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
- Minimum of 6 years of procurement contract management experience to include project management and/or marketing.
- Demonstrated supervisory experience.
- Travel to other MTA locations and other external sites will be required.
- Must possess a valid NYS Driver’s License.
- Must be able to lift up to 50 lbs.
- Must be able to stoop, crouch, squat, climb and kneel.
PREFERRED
- Master’s degree in a related field.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with the MTA’s collective bargaining procedures.
- Familiarity with MTA Procurement policies and procedures
- Familiarity with inventory and accounting procedures
- Strong understanding of private sector’s asset disposition policies and practices
- Understanding of scrap metal classification
