Position Objective:

To manage, coordinate, and inspect the planning and designing phases of construction work occurring on or adjacent to Metro-North Railroad (MNR) property performed under an Entry Permit or Agreement with other Agencies and Individuals or Corporations, while protecting MNR’s interests and ensuring adherence to all aspects of safety. Manage, supervise, and provide guidance to Individual and Corporation (I&C) staff comprised of management and represented employees.

Responsibilities:

  • Represent MNR with State, City, County, and Municipal agencies, Utility companies, and private individuals who seek to perform construction and maintenance activities on or adjacent to railroad property. Coordinate access to the property for the safe performance of work while ensuring minimum impact to MNR Operations, customers, employees, and infrastructure.
  • Manage and coordinate the work of Senior Engineers, Site Managers, and Construction Engineers, in the permitting, monitoring, and enforcing of entry permits necessary for the safe performance of work by outside entities performing work that may impact MNR Operations and infrastructure.
  • Review engineered design plans completed by outside agencies and engineering consultants. Provide feedback to ensure design conformance with MNR design requirements and safety requirements during construction. Coordinate reviews with various MNR departments as needed.
  • Review construction procedures and work plans. Provide technical direction and approval to contractors and other outside parties as to acceptable construction procedures, techniques, and design standards ensuring the safe operation of the railroad. Coordinate reviews with various MNR departments as needed.
  • Provide technical inspection of contractors’ performance on the railroad’s as per Entry Permit or Agreement to assure compliance with contract documents and Metro-North’s Specifications. Manage and coordinate with the Agency and Contractor’s field personnel or Site Superintendent on I&C Projects.
  • Manage administrative issues with various departments and outside companies (i.e., Legal, Risk Management, Finance, Real Estate) to include insurance management, force account agreements and temporary easements. Develop and monitor force account budgets for Individual and Corporations (I&C) projects. Follow issues to completion and resolution of financial, property and claims issues.
  • Provide technical advice and guidance to I&C staff regarding construction engineering topics relevant to design and construction work plan reviews.
  • Keep management informed as to completion progress and. any deviations from plans, specifications, or procedures.
  • Perform similar duties for select non-I&C projects not directly managed by MTA C&D’s Metro North Business unit including Penn Station Access New Rochelle Yard improvements.
  • Support MNR’s Code Compliance Manager in administration of the New York State Uniform Fire Prevention and Building Code.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Familiarity with transportation operations and/or other applicable civil/structural construction.
  • Familiarity of state and federal codes and regulations pertaining to design and construction.
  • Competent understanding of engineering principles with an emphasis on civil/structural engineering including crane rigging calculations and rigging operations
  • Excellent verbal and written communication skills are required to provide the necessary technical and administrative support.
  • Demonstrated knowledge of working on or about railroad Right of Way with knowledge of viable construction procedures that serve to provide safe railroad operations.
  • Demonstrated ability to manage agreement personnel with an understanding of work rules and agreements associated with managing and coordinating the coverage of various projects.
  • Familiarity with Microsoft Office Suite and/or comparable applications.
  • Familiarity with Critical Path Method (CPM) Scheduling.
  • Ability to analyze information and identify potential issues.
  • Solid working knowledge of project management, construction management, construction contracts, quality assurance/quality control, and safety and security procedures.
  • Strong interpersonal skills with the ability to effectively interact with internal departments and city, State, and Federal Agencies.
  • Strong leadership skills and interpersonal skills with the ability to foster teamwork.
  • Ability to respond to emergencies 24 hours a day, 7 days a week, as required.
  • Valid driver’s license.

The Following is/are preferred:

  • Familiarity with Metro-North Railroad Operations, safety, and security procedures.
  • Familiarity with railroad tracks, bridges, facilities, station construction, and power and signal infrastructure.
  • Familiarity with work rules associated with ARSA Railroad Inspectors.

Required Education and Experience:

 

  • Bachelor’s Degree in Engineering, or related discipline.
  • Minimum of seven (7) years of experience in construction and engineering management.
  • Minimum of five (5) years of experience managing professional staff/ diverse workforce and/or projects.
  • New York State Professional Engineer

The following is/are preferred:

  • NYS Certified Code Enforcement Official

Other Information

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
