Position Objective:
Manage, lead, and participate in all efforts associated with the procurement of Electric Multiple Unit (EMU), Locomotive, and Coach programs. Provide a single point of contact with other MTA Agencies, Car builders (and subcontractors), and Consulting Engineers to ensure that Metro-North’s requirements regarding rolling stock equipment procurements are fulfilled.
Responsibilities:
- Provide oversight, project management, and direction for direct reports, consultants, and contractors involved in rolling stock equipment procurement contracts.
- Participate in procurement program execution in all areas to include design and commercial aspects.
- Coordinate all efforts of Mechanical, Transportation, and support departments regarding design and development for Rolling Stock procurement and overhaul/rebuilt programs.
- Manage and provide technical advice, guidance, and supervision to both Sr. and Equipment Engineers,
- Direct administration of projects regarding payment, compliance, and completion.
- Review consultant-prepared plans and specifications.
- Work with the Procurement & Material Management department on the resolution of extra work, claims, and other contract matters.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Working knowledge of state, federal, and industry codes as they relate to rolling stock.
- Working Knowledge of transportation operations.
- Competent understanding of rolling stock design principles.
- Strong management and coordination skills. Strong verbal and written communication skills.
- Strong leadership and interpersonal skills with the ability to foster teamwork and build business relationships.
- Personal abilities of motivation, self-starter, and persistence while motivating others.
- Solid working knowledge of Program Management, Safety, QA/QC.
- Ability to present technical material to executives, public officials and/or community groups.
- Ability to interact with internal departments and City, State, and Federal Agencies.
- Working Knowledge of MS Office Suite.
- Familiarity with Critical Path Method (CPM) Scheduling, including Primavera.
- Ability to travel domestically and internationally to support program activities as needed.
- Must have a valid Driver’s License.
Required Education and Experience:
- Bachelor’s degree in Engineering with a Minimum of 7 years experience in passenger railcar/locomotive design and/or maintenance environment or completion of Metro-North Railroad Associate Engineer Program, or
Master’s degree in Engineering with a Minimum of 5 years experience in passenger railcar/locomotive design and/or maintenance environment or completion of Metro-North Railroad Associate Engineer Program.
- Minimum of 5 years experience managing staff, processes, and/or projects.
- Specialized technical knowledge including shop operations, methods, and procedures; equipment operations, electrical theory AC/DC; electronic theory, and electro-mechanical problem-solving.
- Experience in designing and reviewing plans and specifications.
Preferred Knowledge/Skills/Abilities:
- Familiarity with Metro-North Railroad operations and its corporate structure.

This position is safety-sensitive and subject to toxicological testing.
