This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
The Manager, Supplier Diversity is responsible for assuring MTA Procurement’s compliance with Federal Disadvantaged Business Enterprise (DBE) requirements, New York State Minority and Woman Business Enterprise (M/WBE), and Service Disabled Veteran Owned Business (SDVOB) procurement regulations. The position will support the Procurement staff in identifying and developing opportunities for D/MWBEs, SDVOBs, and Small Business Enterprises (SBE), along with tracking, monitoring, and reporting D/M/W/SBE and SDVOB activity.
RESPONSIBILITIES:
- Serve as liaison between Procurement, Project Management and MTA’s Department of Diversity & Civil Rights (DDCR) to assure compliance with Federal, State, City regulations and MTA requirements
- Support in the formulation and updating of Procurement procedures related to D/M/WBE and SDVOB reporting, monitoring and compliance
- Lead, assist, train, and support the Procurements efforts to ensure D/M/WBE and SDVOB participation goals are met
- Identifies and certifies D/M/WBE and SDVOB firms for all procurements
- Works closely with members of purchasing to review requisitions, scopes of work, specifications/drawings, and budget/estimates prior to submittal to DDCR
- Attends and participates in pre-bid/proposal conferences and project kick-off meetings to explain subcontracting goals and monthly reporting requirements
- Evaluates all Utilization Plans for responsiveness and compliance with the 30% MWBE, DBE 22%, and SDVOB 6% goal requirements prior to seeking DDCR approval
- Assists DDCR with the collection of D/M/WBE and SDVOB sub-contract agreements, payment reports, and with resolving issues of non-compliance
- Executes and submits all M/W/DBE and SDVOB compliance reports including monthly/quarterly/annual goal plan and multiple ad hoc participation reports
- Ensures timely responses to any new D/M/WBE and SDVOB reporting requirements, auditing requirements or other initiatives
- Represents Procurement at and designs collateral for various industry forums and trade shows as required to increase D/M/WBE and SDVOB participation in procurement events
KNOWLEDGE, SKILLS, AND ABILITIES
- Detailed knowledge and understanding of the MWDBE regulations affecting MTA’s procurements, MTA’s policies, and procedures,
- Strong leadership and influencing skills that inspire trust, collaboration, and operational excellence
- Must be able to interact effectively with internal and external personnel at various levels, including high level executives, of any organization
- Passion for continuous improvement, maximized efficiency and risk elimination
- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook. Additionally, proficiency using financial management systems and contract management systems such as People Soft and NYS Contract System (B2G) or comparable.
- Demonstrated ability to communicate and interact well with external agencies
- Demonstrated ability to work in a high profile, high pressure environment effectively
- Demonstrated ability to complete short and long-term projects effectively and as efficiently as possible
EDUCATION AND EXPERIENCE:
REQUIRED
REQUIRED
- Bachelor’s degree in Business Administration, Economics, Finance, Transportation, Public Policy or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and
- Minimum 5 years of experience in a progressively responsible position within a Procurement or D/M/WBE Department
PREFERRED
- Master’s Degree in a related field
- Specialized training in procurement or contract administration
- Audit experience
- Demonstrated supervisory and/or leadership abilities
- Demonstrated experience in a managerial and/or leadership role
- Prior experience working in a large, multi-faceted, fast-paced organization or
- governmental body
- Familiarity with the NYS SDVOB program
- Knowledge of MTA objectives and operations, understanding of government regulations.
- Familiarity with the MTA’s policies and procedures
