This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
 
SUMMARY:
Reporting to the Chief Diversity and Inclusion Officer (CDIO), this position is accountable for representing the CDIO in key and confidential interactions with all DDCR heads on a myriad policy, personnel, project and operational issues and proposes strategies to resolve multifaceted interdepartmental matters. Assists in development and implementation of DDCR goals and objectives related to the development and implementation of proactive diversity, equity and inclusion activities for the MTAs workforce, business partners and customers. Directs administrative staff for the CDIO in effecting the coordination of all office functions. This position may represent the CDIO at intra and inter departmental meetings.
 
The incumbent serves as a critical member of the DDCR Team supporting the mission, values, and culture of DDCR by ensuring tactical management and aligned strategic direction of its functions including but not limited to policy development and implementation, assessment of policy issues, identification of trends and concerns within DDCR, oversight of a robust performance management program and strategic guidance. The incumbent is also responsible for assessing the stability and sustainability of all current processes and optimizing them as well as developing future processes. This includes the accountability to execute specific initiatives and collaborate with stakeholders across all MTA Agencies and organizational areas; ensuring business processes conform to the organization’s long-term business strategy and collaborating with different departments so processes work in harmony.
 
Supports the CDIO in its reporting of MTA-wide equal opportunity compliance statistics to the MTA Board of Directors and outside regulatory agencies as well as supporting the daily fiduciary duties of the CDIO include the administration of state and federally mandated programs and activities to ensure inclusion and nondiscrimination and the review, monitoring, and audit of MTA -wide activities to ensure compliance with state and federal regulatory and policy requirements as they relate to equal opportunity programs.
 
RESPONSIBILITIES:
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Lead department-wide performance management program, including partnering with the People department MTA Performance Management team to implement program strategy, design and implementation for continuous feedback, annual goal setting, mid- and year-end online system processes. Identify and provide opportunities to advance current processes that will continue to reinforce a strong, committed feedback culture. Collaborate with DDCR leadership to conduct year-end measurement sessions and ensure that any business-specific performance management activities are aligned with enterprise-wide processes.
  • Proactively lead collaborative efforts across business groups, functional teams, at multiple levels. Accountable to provide the stable foundation for procedures and processes that will enable the execution of DDCR goals.
  • Serves as the senior Project Manager and improves business processes through tools, metrics, and dashboard reporting to enable decision making. Supports high level administrative, technical, and professional work in directing and supervising the administration and day-to-day management of the MTA’s Equal Opportunity programs in accordance with city, state and federal laws, regulations, and guidelines.
  • Interfacing with the strategic planning groups within the MTA to ensure that the agencies goals are developed with an understanding of the impact to operations; identify opportunities for improvement to the operation to meet these goals; translating these goals to actionable steps to be taken by the operating departments; and assisting operating department to ensure that they have the resources and support needed to effectively bring these goals to fruition
  • Under the direction of the CDIO and in coordination with the People Department, supports creation, management and implementation of workforce development initiatives designed to address diversity, equity and inclusion in MTA hiring and recruitment efforts. Identifies external partners, coordinates program development, representing DDCR to ensure program delivery and goal attainment.
  • Directs and manages the monitoring and completion of key departmental goals and action items. Observe and monitor Administration’s divisional activities to ensure that operational requirements and goals are being achieved.
  • Independently assess current business processes, identify capability gaps, gain business-IT alignment, develop future strategic strategy and solution vision.
  • Directs, prepares, and coordinates departmental correspondence to internal and external sources, including responses to and/or for the President’s Office, MTA, and various other governmental agencies.

EDUCATION AND EXPERIENCE:         
REQUIRED:
  • Bachelor’s degree in Business, Transportation, Public Administration, Organizational Development or a related field from an accredited college. An equivalent combination of education and experience may be considered in lieu of a degree; and
  • Minimum 12 years related experience, including at least 5 years in a department head role in a large, multi-faceted, fast-paced organization or governmental body preferred.
PREFERRED:
  • Master’s degree in a related field.
  • Familiarity with the MTA’s policies and procedures helpful.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • Must have the ability to build strong interpersonal relationships and develop the trust and confidence of the highest- level executives at the MTA and its operating agencies.
  • May need to work outside of normal work hours (i.e., evenings and weekends)
  • Travel may be required to other MTA locations or other external sites.
