Summary of Position:
To support the Department Management staff in the solicitation, award, administration, and closeout of Contracts that support the Long Island Railroad.
Responsibilities:
Responsibilities may include but are not limited to:
- Perform cost/price analysis of proposals; evaluate overhead and fee/profit factors provided by the LIRR Audits Department; conduct necessary negotiations with consultants, contractors, and vendors.
- Maintain involvement with user departments through all phases of the procurement process, pre-procurement planning, and administration and contract closeout.
- Provide guidance and assistance to the department staff, Sr. Administrators and Administrators.
- Draft solicitation and contract documents; Ensure that all applicable MTA, State, and Federal guidelines are followed, (advertising, board approvals, selection criteria) Submit documents for appropriate Management review. Negotiate terms, conditions, and costs as required.
- Provide direction, interpretation, and clarification to contractor/vendor/consultant or LIRR personnel in matters relating to contract terms, conditions, and intent.
- In consultation with the requesting department, evaluate LIRR's request for extra work, if such work is deemed extra; negotiate a change order with the contractor/vendor/consultant. Provide detailed written justification of contract actions. Evaluate the validity of contractor/vendor claims; negotiate claims or reject them after coordination with user department, Management, and Legal department representatives. Provide written justification for actions taken. Negotiate costs, terms, conditions, and work plans for contract change orders.
- In consultation with user groups, review statement of work, technical specifications, and drawings to be included in RFP’s & IFB’s. Assemble appropriate terms and conditions for inclusion in contract documents. Ensure that the above items are complete and consistent when integrated into the solicitation document. Disseminate documents to assure maximum competition from qualified firms.
- Evaluate bids and proposals for responsiveness and responsibility, coordinate technical, legal, and MBE review, coordinate consultant selection, and chair consultant selection committee. Prepare final written justification for award selection.
Qualifications:
- Minimum of 4 years of progressively responsible contract administration experience at a senior level.
- Bachelor’s Degree in Business or related field, or equivalent.
- Demonstrated experience in the development of customized contract documents.
- Ability to draft Memorandums of Understanding addressing post-award contract coordination of activities between entities/agencies.
- Demonstrated performance in achieving and exceeding contract goals through successful negotiations on projects of large scale.
- Strong analytical skills with a demonstrated commitment to detail and organization.
- Demonstrated written and oral communication skills and strong PC skills.
- Must be self-motivated, and adept at solving related business problems.
- Ability to deal with multiple user groups and have demonstrated experience in the successful completion of multiple task assignments simultaneously.
PREFERRED/DESIRABLE SKILLS/QUALIFICATIONS:
- Demonstrated experience with joint entity procurement preferred.
- Demonstrated experience in the development and administration of communications, system and equipment-type contracts.

80% -1st- 365 calendar days
85% -2nd 365 calendar days
90% -3rd 365 calendar days
95% -4th 365 calendar days
100% -After 1,460 calendar days.
For Employees Hired After 9/24/2014:
80% -1st- 365 calendar days
80% -2nd 365 calendar days
85% -3rd 365 calendar days
90% -4th 365 calendar days
90% -5th 365 calendar days
95% -6th 365 calendar days
100% -After 2,190 calendar days.
New employees may be hired at any step of the wage progression. Employees transferring from other positions on the Rail Road will be placed at the lowest step of the wage progression which represents an increase in pay above their prior base salary; if this step is less than 10% above their prior base salary, the employee will be placed at the next higher step as long as the increase does not exceed the 100% rate of pay for the position.

In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
