Summary

 

Join the team responsible for planning, budgeting, funding, oversight, and developing implementation strategies for the MTA's $55-billion Capital Program. Planning & Budget Analysts will play a pivotal role in determining what, when, and how the MTA builds – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically coordinating packaging, and scheduling work to maximize benefits and minimize construction impacts to MTA riders.

 

Planning & Budget Analysts will support MTA C&D's Development department in one of its five units: Project Development, Program Oversight, Capital Financial Management, Scope Optimization & Risk, or Owner Support Resources. Analysts will work collaboratively with stakeholders across the MTA, including project sponsor departments in MTA operating agencies (NYC Transit, MTA Bus, Long Island Railroad, Metro-North Railroad, and Bridges & Tunnels) teams in MTA C&D's Delivery and Contracts departments.

 

Responsibilities

Responsibilities will vary by C&D Development unit but may include the following:

Assist with the development of the MTA's five-year Capital Program; coordinate funding targets and strategies; work with MTA operating agencies to propose and prioritize projects, define scope, and manage changes to the Capital Program

Assist with developing long-range planning strategies and documents, including the MTA's Twenty-Year Needs Assessment.

Monitor and control the evolution of project scopes and budgets throughout the project lifecycle.

Creatively coordinate project phasing, sequencing, and "bundling" strategies (packaging needs into capital projects) to generate construction and contracting efficiencies.

Evaluate project investment alternatives, including cost/benefit analyses.

Planned, budgeted, monitored, and coordinated usage of MTA construction resources (i.e., work equipment, flaggers, and other support personnel) to support the implementation of capital projects.

Planned, budgeted, monitored, and coordinated MTA track access to support capital projects' successful and efficient implementation.

Identify track access synergies and develop creative project implementation strategies to minimize impacts on customers.

Review and recommend approval of various project planning, scope, and budget documents and requests.

Assist with the development and implementation of MTA Capital Program policies and procedures.

Evaluate planned and unfunded capital projects to take advantage of funding opportunities and construction efficiencies; assist with changes to and rebalancing the Capital Program to accommodate new project needs.

Review and implement project budget and funding transactions.

Perform quantitative and qualitative analyses of capital program performance to evaluate progress vs. budget, schedule, and other corporate goals and objectives.

Develop reports and presentation materials for internal and external purposes, including C&D Board and Committee materials and reports on special C&D initiatives and other programmatic performance metrics.

 

Education and Experience

 

Bachelor's degree from an accredited college in business, Computer Science engineering, accounting, finance, public administration or public policy, city or urban planning, transportation, or a related field.

 

Must have a minimum of three (3) years of satisfactory full-time professional experience. 

 

Competencies:

Passion for improving New York's public transit system.

 

Familiarity with the MTA network and the MTA Capital Program.

 

Experience with project planning, scheduling, and/or budgeting.

 

Experience with managing big data.

 

Experience with developing data dashboards.

 

Excellent communication and interpersonal skills.

 

Excellent organizational and presentation skills.
