Position Objective:
This position is responsible for providing right-of-way survey services to confirm/establish Metro-North Railroad’s (MNR) property lines, providing surveying and mapping services to support various projects for all Maintenance of Way (MOW) departments, and setting up/maintaining the MOW Plan Management System. This position manages the MOW Survey and Plan Management team.
Responsibilities:
- Provide right-of-way and boundary surveys to confirm and establish MNR’s property lines.
- Prepare written descriptions of land for deeds, and other legal documents, as needed by Metro-North Railroad.
- Provide surveys for various MOW projects. Collect field data including location, elevation, and dimension of land features. Develop and oversee survey mapping using Computer Aided Design (CAD) software.
- Plan, install, and maintain a network-wide database of control points for future work and reference. Maintenance and calibration of all survey equipment.
- Collection of data for all major incidences and derailments, making sure that investigations are done to Federal Railroad Administration (FRA) and National Transportation Safety Board (NTSB) standards.
- Establish survey/mapping and CAD drawing standards for in-house/ capital projects and third-party contractors to ensure consistency and clarity of the CAD drawings and to promote effective collaboration. Review and approve survey/mapping submittals from capital projects and third-party contractors.
- Set up and maintain the MOW Plan Management System to store, organize, and search drawings (PDF prints and/or original CAD files (AutoCAD or MicroStation)) produced by in-house team, capital projects, or third-party contractors with all required references and libraries to enable efficient retrieval of historical drawings.
- Leads the daily work activities of the surveyor(s). Provide guidance and direction to staff ensuring compliance with safety standards.
- Is held accountable for overseeing and evaluating contractor performance, where applicable: Observing the work performed by the contractor; Reviewing invoices and approving them if the work has contractual standards; Addressing performance issues with the contractor when possible; and Escalating issues to other parties as needed.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Strong knowledge of professional surveying principles, techniques, and procedures.
- Strong knowledge in the use of surveying instruments, drafting tools and equipment.
- Demonstrated proficiency in use of CAD software such as AutoCAD and/or MicroStation.
- Working knowledge of Microsoft Office Suite and/or comparable applications.
- Excellent organizational skills with attention to detail and capable of working independently.
- Excellent verbal and written communication skills.
- Strong ability to interact with all levels of management within Metro-North as well as local government and community representatives.
- Knowledge of safety policies and procedures.
- Must have a valid driver license.
The Following is/are preferred:
- Familiarity with railroad operation and safety standards.
- Knowledge of Geographic Information System (GIS) applications.
- Land Surveyor License in CT and/or NY.
Required Education and Experience:
- Bachelor’s Degree in Engineering, Surveying, or related field. Demonstrated equivalent experience, education, and/or technical credentials may be considered in place of a degree.
- Minimum five (5) years of experience in surveying or related field.
- Minimum of three (3) years of experience managing professional staff/diverse workforce and/or projects.
This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
