This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.  
  
SUMMARY:  
Follows the Category Management Life Cycle to deliver a holistic cross functional value optimization process employing supply management value levers. Ensures the strategic alignment of the purchasing portfolio with the business strategy. Implements category specific and cross functional value levers for designated categories to deliver business value.  
  
Responsible for meeting strategic goals, driving performance measurements, and value generation for assigned categories. Executes Category Management methodology and oversees go-to-market activities from demand management, to RFx creation, contract execution, and supplier performance management. Liaison between Procurement and MTA stakeholders, Project Managers, the Board, and Legal. Partners with Category Analysts to identify market trends that can be leveraged to deliver robust and holistic category strategies.  
  
RESPONSIBILITIES:  
This role oversees the successful execution of the defined category management methodology for a portfolio of assigned Professional Services categories and sub-categories. Examples include, but not limited to: Human Resources and Benefits, Finance, Legal, Marketing Services  
  
Category Management:  
  • Consistently executes Category Management Life Cycle focusing on delivering sustainable enterprise wide value from the supply base.
  • Primary focus on demand requirements that are complex in nature and have value-based opportunities.
  • Through innovative data synthesis and analytics creates total value generation
  • Utilizes rigorous methodical cost-based approach across multiple stakeholder groups
  • Decisions are strategic and focus on ROI.
  • Utilizes analysis of historical spend data, market research and cost modeling to identify and leverage opportunities that deliver innovative and sustainable value, operational efficiencies and risk mitigation to the business.
  • Develops strategic improvement opportunities aimed at meeting MTA goals and objectives.
  • Provides leadership to key stakeholders and builds relationships that deliver strategic and financial value.
  • Develops and implements sourcing, negotiation and contracting strategies to achieve the desired outcomes aligned with the agreed upon category strategy.
  
Sourcing:  
  • Executes go-to-market strategies from RFP creation through to contract execution while adhering to MTA standards.
  • Collaborates with Project Managers and internal stakeholders to validate SOW content is appropriate and complete.
  • Leads cross-functional meetings and collaboration activities across multiple stakeholders.
  • Determines how buys can contribute to minority goals.
  • Prepares Board approval paperwork for requisitions that exceed defined $ (dollar) thresholds.
  • Drafts and distributes RFP documentation in accordance with applicable policies and procedures and drives the RFP process through to completion in a timely manner.
  • Evaluates RFP responses, ensuring they are compliant with MTA policies, including pricing analysis.
  • Manages award process and collaborates with Legal on contract execution.
  • Coordinates distribution and collection of required government forms to awarded supplier.
  • Manages contract through end date in terms of monitoring performance, managing change, and resolving stakeholder and/or supplier issues.
  • Executes the supplier management activities as outlined by the DCPO, ensuring the appropriate level of oversight, direction and development based on the defined criteria.

EDUCATION AND EXPERIENCE:  
REQUIRED  
  • BA/BS in Supply Chain Management, Procurement and Contract Management, or related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree; and
  • Minimum of 8+ years satisfactory full-time experience in Procurement or similar role.
  • Category Management methodologies and tools, market trends, strategy development, supplier relationship management, supply chain management, contract writing, negotiations, contract administration.
  • Category management knowledge, commercial expertise for assigned categories.
  
PREFERRED  
  • Master’s degree in a related field.
  • Attainment of or in the process of attaining specific functional licenses or certifications in area of specialty if applicable.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures
