Position Objective:
Direct and control the Positive Train Control (PTC) Workgroup (labor, material, equipment, third party contracts, and design) to ensure Metro-North compliance with the 2008 Rail Safety Act. This position is directly accountable for directing the Engineering scope of the development and implementation of the PTC Wayside system. This position will also be responsible for bringing MTA Metro-North’s PTC Department into a position of self-sufficiency in its ability to make critical changes to the PTC Wayside to meet the demands of any improvements or changes to the infrastructure and operation of the railroad.
Responsibilities:
- Coordinate the Design and Construction Phase of projects by leading the preparation of project plans, coordination of the wayside project team tasks, the review of design submittals, drawings, site plans and the scope of design changes. Travel as needed to participate in the factory testing of design changes/enhancements to PTC software and hardware. Take an active role in the Change Control Board process to facilitate changes to the PTC design. Must be intimately familiar with SDMT software design tool used for the PTC Wayside.
- Foster the advancement of the wayside team by providing robust support, empowering them with the knowledge and autonomy needed to proficiently execute design updates, and changes to the PTC Wayside needed to support changes and enhancements to the railroad infrastructure and operations. The primary objective is to cultivate self-reliance, minimizing the reliance on external support from contractors.
- Review and approve design revisions and the following reports: Product Version Information reports, Verification and Validation reports, Compare reports, Factory Acceptance Test reports, Post Installation Check-Out reports, Field Test reports, Software Release notes, and Safety reports.
- Provide regular project status updates in the form of written reports and presentations to department leadership to communicate progress toward achieving project objectives. Initiate corrective action plans when issues arise.
- Establish test cases and oversee the testing of design changes to the PTC wayside subsystem by supporting test trains in conjunction with running lab tests using the PTC Lab facility.
- Manage PTC Wayside projects by overseeing and managing the project schedule, ensuring correct budget projections, and addressing personnel and procurement issues to keep projects operating on schedule. Additionally, manage project design documents by ensuring all necessary files are up-to-date, properly filed, and stored on Alfresco and One Drive.
- Oversee the maintenance of ASES Wayside for MTA Metro-North’s West of Hudson territory by coordinating with New Jersey Transit to troubleshoot and resolve any issues affecting the PTC Wayside.

Required Qualifications:
Required Knowledge/Skills/Abilities:
- Strong knowledge of the Signal System regulations outlined by the Federal Railroad Administration (FRA), Code of Federal Regulations (CFR) and State Regulations.
- Knowledge of software tools for ACSES II transponder & wayside interface unit design change.
- Knowledge of ACSES II Radio Configuration design.
- Knowledge of process for design changes to the ACSES II system.
- Knowledge of OBC/MCM onboard download log analysis.
- Knowledge of Computer Aided Drawing (CAD) systems.
- Extremely strong written (grammar/punctuation/proofreading) and oral communication and presentation skills.
- Precise ability to perform high-volume work both independently and accurately in a high-profile/high-stress environment.
- Attention to detail.
- Strong background in communications/network engineering.
- Strong organizational skills as well as experience managing and resolving complex problems.
- Must be able to work in a high-profile/high-pressure environment.
- Ability to supervise others.
- Knowledge of or ability to learn Metro-North policies and procedures and curriculum.
- Familiar with or ability to learn FRA/Signal/Engineering related correspondence/forms/applications.
- Strong working knowledge of Microsoft Office, Power Point and/or comparable applications.
- Excellent negotiation skills to successfully execute cooperation from all participants in the PTC environment.
- Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
- Strong railroad knowledge.
- Must be able to maintain an extremely high level of confidentiality and exhibit discretion as needed.
- Must be able to participate in and support Metro-North Railroad’s Safety Program.
- 24-hours 7 days availability required.
Required Education and Experience/Training:
- Bachelor’s degree in Engineering or a related field. Demonstrated equivalent education, experience and/or technical credentials to include four (4) years of experience in Positive Train Control Wayside design may be considered in lieu of degree.
- Minimum of seven (7) years of experience encompassing – Railroad Operations, Communication and Signal Systems, Systems Engineering, and business tasks.
- Minimum of five (5) years of experience managing staff and/or projects.
This position is safety-sensitive and subject to toxicological testing.

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
