Position Objective:

Directly responsible for managing the Metro-North field communication infrastructure systems south of Mott Haven in support of the operational and corporate communication needs and requirements. This position is directly accountable for managing the wayside fiber optic, copper, and electronic communication systems that are a major element of the mission-critical voice, train, and power control systems as well as the communication components related to revenue collection.

Responsibilities:

  • Directly manage the 24/7 resources (labor, material, and equipment) in association with the design, installation, operation, and maintenance of the Metro-North wayside and office fiber optic, copper, and electronic communication infrastructure.  Additionally, the management of the Wire Chief office where all communication trouble calls are dispatched.
  • Coordinate, manage, and execute revisions and additions to the communications cable plant and field communication systems utilized by the voice, data, and control systems from GCT to Mott Haven inclusive.
  • Implement the designs for communication cable and electronic apparatus systems associated with the Metro-North field and office communication systems.
  • Provide day-to-day management of the installation and maintenance associated with the communication services supporting the OCC, ECC, IT central office, and Customer Communication operations.
  • Develop staff and support the workgroup in expanding system knowledge, reducing operational costs, and supporting new requirements for the communications systems.
  • Provide a lead in supporting the Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.
  • Assist in project design and implementation.
  • Select, develop, and motivate staff and provide career development for team members.  Provide effective coaching and counseling.  Manage team and individual performance.  Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Strong oral and written communication skills.
  • Strong knowledge and experience in the integration of digital networks.
  • Strong knowledge of telecommunication copper and fiber plants.
  • Strong knowledge of installation requirements along the railroad right-of-way.
  • Knowledge of communication services required for railroad and corporate operations and users.
  • Knowledge of Telcordia and Bell OSP installation practices.
  • Strong working knowledge of Microsoft Office and/or comparable applications.
  • Strong analytical skills to analyze new and existing products, equipment, and/or procedures.
  • Strong ability to recommend improvements or replacements to better support the voice and communications systems.
  • Strong ability to work in a high-profile/high-pressure environment.
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program.
  • Must be available 24 hours a day 7 days a week as required to support maintenance and construction projects.

The Following is/are preferred:

  • Familiarity with Metro-North policies and procedures.
  • Familiarity with Metro-North collective bargaining agreements.
  • Familiarity with the existing cable and equipment configuration for Comms south of Mott Haven.
  • Familiarity managing Force Accounts or union personnel.

Required Education and Experience:

 

  • Bachelor’s degree in Computer Science, Electrical Engineering, or related technical curriculum. Demonstrated equivalent experience, education and/or technical credentials to include an additional four (4) years of related experience may be considered in place of a degree.
  • Minimum of five (5) years experience in:
  • Management, installation, and maintenance of wayside and office fiber optic and copper communication systems AND
  • Experience encompassing all aspects of data and voice communications AND
  • Management experience encompassing medium to large-scale communications systems, installations, and maintenance.
  • Minimum three (3) years experience managing professional staff/a diverse workforce and/or projects.

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
