Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island. 
 
This is a Non-Represented Position.
Please note that this position has been designated as a “Policy Maker” pursuant to the New York State Public Officers Law & the MTA Code of Ethics.  As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. 
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
 
JOB SUMMARY:
Under the direction of the Director – the Senior Project Manager position will lead and manage the assigned Project Management staff on design and construction projects within ESA and LIRR Operations, Engineering and Administrating Managers, coordinating activities of design and construction consultants, construction contractors, developers to ensure they meet established schedules and budget criteria. Provide LIRR Project Management support to MTACC Construction Management teams. This position will provide direct support to Project Managers and their respective Directors upon assignment, in the Special Projects/ESA Department. Provide LIRR Project Management support, coordination and direction to 3rd party contractors. Monitor progress throughout the project including the design, implementation and commissioning phases. Assist in managing and coordinating activities of various Railroad Departments, and outside agencies to ensure that necessary approvals are obtained to implement capital projects and to assure that necessary reviews, inspections, testing and commissioning are performed.  Duties include preparing reports, presentations, research and studies; managing the preparation of schedules estimates and project controls; reviewing and recommending approval of invoices, contract changes and consultant proposals; ensuring a safe working environment and adherence to guidelines of company safety policies and procedures.
DUTIES AND RESPONSIBILITIES:
  • For complex capital projects, direct the development, planning, review, integration and management of complex capital improvement plans. Responsible for the successful control of project scope, schedule and budget, and management of third party consultants, designers, construction contractors, and LIRR and Amtrak labor forces.
  • Interfaces with Directors, Executive Directors, the Chief Engineer, department heads and senior railroad management. Communicates and presents oral and written status, problematic issues and proposed resolutions in a professional and well-prepared manner.
  • Manage the LIRR’s day-to-day efforts to resolve policy and technical issues by facilitating the participation of working groups, LIRR user departments, and other stakeholders.
  • Review work scope, designs, specifications, estimates and schedules for design-bid-build as well as design-build projects.
  • Hire, develop and motivate staff, and provide career development for subordinates. Ensure an environment that allows individuals to work to their potential. Create a professional environment that respects individual differences. Review direct reports and approve performance appraisals.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures and adhered to at all times. Lead by example. Perform other assignments as requested by Sr. Management.

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor’s Degree in Arts/Sciences (BA/BS) in any Engineering, Planning, Construction or related field of study. In lieu of the degree, 12 years of demonstrated and directly related, equivalent experience and education may be considered.
  • Minimum 8 years of solid engineering management experience and responsibility in the operations and engineering field, including management of staff and budget and knowledge of railroad operations.
  • Minimum 5 years  experience managing a staff is required.
  • Must possess demonstrated, strong analytical, problem solving and decision-making skills, with ability to identify issues and take initiative to effectively resolve.
  • Must possess proven leadership, judgment, effective verbal, written communication, interpersonal and presentation skills with the ability to motivate people
  • Knowledge of construction industry (buildings, railroad facilities, civil, electrical, mechanical, signal, communications, power, and rolling stock (diesel and electrical fleet).
  • Knowledge of scheduling and planning for construction trades (all disciplines).
  • Ability to manage large complex projects and organize diverse groups of stakeholder’s to achieve common goals. The individual must have the ability to direct project planning, review process and execution of assigned tasks. Excellent communication skills, writing skills and group mediation skills and the ability to function effectively in public forums are essential.
  • Ability to prepare and conduct presentations to upper management.
  • Must have a valid Drivers license
PREFERRED QUALIFICATIONS:
  • Professional engineering license
  • Master’s Degree Civil, Mechanical, Structural, Electrical Engineering
  • Familiarization with contract documents, specifications and plans.  ACI, AACE, CCE, CCS, CDT, CSI, EIT and VE certification.
  • Knowledge of operational needs, FRA and FTA policies and safety issues governing the LIRR.

  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
