Position Objective:

This position will report to the Director of Benefit Administration. The Manager will be responsible for meeting strategic goals, driving performance measurements, independently managing multiple People Department related programs and contracts, with a focus on Benefits and HR programs/contracts. Working directly with project managers, procurement, budget, law, and third-party consultants for assigned categories by executing category management methodology and overseeing go-to-market activities. Manages contract through end date in terms of monitoring funding and performance, managing change, and resolving stakeholder and/or supplier issues. The Manager must gather data and understand stakeholder /project manager's needs and possess an understanding of program/contract components. They will initiate new procurement activities, developing requirements for RFx, contract extensions, track contract terms, and understand spending, ensuring continual funding and contractual requirements are met.

 

Responsibilities:

  • Manage assigned vendor contracts, driving cost reductions, cost avoidance, and process improvements.  Works closely with procurement and third-party consultants to define and execute long-term contract strategies.  Secure budget approval prior to reviewing, validating, and submitting requisition requirements for assigned programs.  Research and collect data requirements from stakeholders and departments to review and develop robust scopes of work for vendor engagement.
  • Works with Procurement and third-party consultants to ensure the observance of departmental compliance standards, policies, and procedures, including contributing to the development of RFx's that meet procurement standards and procedures.  Provides oversight of the process and output of departmental expectations and guidelines for procurement, in alignment with leading practice.
  • Collaborate with the Legal Department, Cybersecurity, third-party consultants, and Procurement to negotiate contractual agreements for new awards and extensions and to resolve contractual issues by participating in meetings, collecting and providing information, and documentation, as required.
  • Supports mandatory annual reporting requirements, such as Consolidated Appropriations Act and RXDC reporting for employer and healthcare spending as required by the Centers for Medicare and Medicaid Services (CMC).

 

Required Knowledge/Skills/Abilities:

  • Strong communication skills, both written and verbal, to interact with employees, management, and external stakeholders.                                         
  • Proven experience in project management, strategic planning, and implementation.                                         
  • Advanced working knowledge of Microsoft Office applications (i.e., Excel, Word, PowerPoint, or Power BI).                                         
  • Detail-oriented with strong quantitative and analytical skills.             
  • Ability to build effective working relationships and drive collaboration across departments.                                         

 

Required Education and Experience:

  • Bachelor's degree in Healthcare Management, Human Resources, Procurement, Contract Management, or a related field, or an equivalent combination of education and experience may be considered in lieu of a degree.
  • Minimum five (5) years of progressive experience in Benefits/HR/Procurement full-time experience.
