Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

JOB SUMMARY:
Under the direction of the Chief Fire Marshal ensure compliance with Long Island Rail Road’s programs to fulfill Federal Railroad Administration (FRA), PublicTransportation Safety Board (PTSB), Occupational Safety and Health Administration (OSHA), New York State Uniform Fire and Building Code (NYS Code) regulatory requirements as well as National Fire Protection Association (NFPA) standards. Ensures the safety of employees, contractors, customers, and the general public through a comprehensive Fire Prevention Program. Liaison with outside emergency services [police, fire, emergency medical services (EMS) and Offices of Emergency Management (OEMs)]. Accountable for the administration of policies and programs for fire safety inspections; incident investigations; delivery of training; liaising with internal departments and external agencies; as well as rendering guidance and expertise on building standards, fire systems, hazardous material handling, Emergency Action Plans, and Standard Operating Procedures.
 
DUTIES AND RESPONSIBILITIES:
  • Implement and assess programs to comply with FRA Title 49 Code of Federal Regulation’s Part 239 Passenger Train Emergency Preparedness. This includes ensuring the emergency responder community is trained and that emergency response drills are conducted with Lessons Learned disseminated to LIRR Operating Departments, Employee Training and Corporate Development, and the Emergency Responder Community. Inspect rolling stock to ensure emergency instructions/signage, equipment, and lighting is on-board and functional. Participate in tunnel and elevated structure emergency preparedness measures to ensure the safety of employees, the riding public and emergency responders.
  • Implement and assess programs to comply with OSHA Title 29 Subpart E-Exit Routes and Emergency Planning to include design and construction requirements, maintenance of safeguards, and operational features for exit routes, emergency action and fire prevention plans to include emergency action plan, evacuation training. Create and train supervisors on building and facility emergency action plans. Subpart H-Hazardous Material Handling and Transportation to include emergency response. Subpart K- Medical and First Aid including training. Manage, track and audit LIRR Automatic External Defibrillator program. Serve as AED Coordinator for the LIRR. Ensure that all data and paperwork related to the AED program is properly completed and filed with the American Heart Association and Regional Emergency Medical Services Council (REMSCO). Also, responsible for the collection and storing of all necessary paperwork and data related to AED use incidents. Subpart L-Fire Protection to include portable fire extinguisher placement, training and maintenance, fixed fire suppression equipment and detection systems. Manage, track, and audit fire extinguisher inspections, assessments and maintenance contracts. Issue and track all Hot Work Permits and audit compliance with same.
  • Conduct inspections to ensure all applicable New York State Uniform Fire Prevention and Building Codes as outlined in Title 19 Rules and Regulations Chapter XXXIII Subchapter A requirements are being met. Contribute information for the submittal of Title 19 NYCRR Part 1204 reporting form as required annually by municipalities within New York State. As a self-certifying public authority, the LIRR designates the Office of the Fire Marshal to meet the regulatory statutes and ensure violations of the code are remedied. This includes both LIRR occupied spaces and LIRR owned spaces leased through MTA Real Estate. Participate in MTA Capital Construction, LIRR Department of Project Management and LIRR Engineering Departments’ code compliance review process. Review of design submissions and ensure all inspections and testing supporting project are consistent with NYS Uniform Code, Building Codes and other codes and standards where applicable.
  • Implement all applicable NFPA standards to minimize the possibility and effects of fire and other risks. Provide representation on the national NFPA 130 Fixed Guideway Transit and Passenger Rail Systems committee to enhance fire life safety on LIRR vehicles and infrastructure.
  • Prepare and maintain inspection and investigation records. Ensure hazardous materials reporting required by New York State with appropriate agencies is coordinated and conducted with Environmental planning and compliance. Provide reports as required. Establish good working relationships with regulators.
  • Represent the LIRR at the incident command post during incidents and emergencies on or about LIRR properties and equipment. Liaison with local fire departments, police departments, EMS, other railroads and agencies. Staff Emergency Operation Centers located at various Offices of Emergency Management at designated locations during regional incidents. Assist in the preparation of plans for fire safety, fire detection, evacuation or any event requiring emergency planning and procedures. Participate as directed on all winter storm and hurricane committees. Identify department responsibilities and requirements during and after event. Maintain Fire Protection Cars in a state of readiness and coordinate seasonal placement and maintenance. Respond to emergency events on and along LIRR properties and equipment.
  • Investigate identified fire incidents on LIRR properties and equipment to determine cause and origin. Ensure content and documentation accuracy. Prepare field notes listing fire call locations, actions taken, fire type, probable cause, damage estimates, and situation dispositions
  • Maintain required annual LIRR and NYS training
  • Promote safe work practices and provide safe working conditions. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

REQUIRED QUALIFICATIONS:
  • Associate’s degree in Fire Science, Emergency Management, Engineering or related field. In lieu of degree 4 years of demonstrated equivalent experience as a Fire Marshal, NYS Code Enforcement Official, Fire Prevention Officer or equivalent functional experience may be considered.
  • Minimum 2 years’ experience as Fire Marshal, NYS Code Enforcement Official, Fire Prevention Officer or equivalent functional experience.
  • Minimum 7 years’ experience as in fire/life safety related emergency response or demonstrated equivalent functional experience.
  • Certified as Firefighter I; successful completion of National Incident Management Systems 700, 100, 200, 300, 400 curriculums.
  • Comprehensive knowledge of Federal Railroad Administration (FRA), Occupational Safety and Health Administration (OSHA) regulations, New York State Uniform Fire and Building Code (NYS Code), and National Fire Protection Association (NFPA) standards; as well as applicable Federal, State, and local laws.
  • Experience conducting fire/life safety inspections.
  • Working knowledge of fire protection systems and devices.
  • Working knowledge and experience investigating incidents including determination of fire cause and origin; development of corrective actions; and assessing effectiveness of corrective actions. Must possess investigative research and analytical skills.
  • Ability to work with all levels in the organization to provide feasible recommendations to address and resolve related fire/life safety issues.
  • Ability to review, understand and interpret construction documents and architectural drawings.
  • Must possess superior communication and human relation skills with the ability to influence others.
  • Must possess proven and effective problem solving, human relations, and written and oral communication skills.
  • Must have strong interpersonal skills with an ability to diplomatically deal with all levels of the organization including familiarity with collective bargaining agreements.

PREFERRED QUALIFICATIONS:
  • NYS or OSHA Certified Hazardous Material Technician Certification; NYS Certified Emergency Medical Technician; or NFPA Certified Fire Protection Specialist, Certified Fire Instructor.
  • Working knowledge of National Transportation Safety Board requirements and applicable procedures. OSHA 30 Hour General Industry certification.
  • Knowledge and practical experience with LIRR emergency response procedures and operations. Knowledge of operational rules/procedures
