Position Summary: 
The Senior Vice President, Subways Operational Strategy is a member of the Department of Subways senior executive team. This position provides executive direction and leadership for the delivery of safe, reliable, efficient and customer-oriented subway service to the riding pubic. The position is accountable for oversight of operations, maintenance, repairs, and upgrade of the New York City Subway system, including over 8,000 daily subway trips, 665 miles of track and related infrastructure, and 6,5000 subway cars.  This position will support day-to-day operations, incident management, and service improvement initiatives, with a focus on planning and strategy.  Major initiatives will include modernization of maintenance practices, the progressive rollout of Communications Based Train Control (CBTC), and integration of new car fleets. The selected candidate will develop and create policies and foster an environment that engages and motivates employees to continually seek ways to improve service and overall customer experience. The selected candidate will also advise the Executive Vice President, Subways on all matters pertinent to NYCT subway system operations.
 
Responsibilities:
  • Provides executive oversight to the maintenance of service reliability, safe subway operation and adherence to MTA standards of operation for all Service Delivery field activities. Provides executive oversight of Rail Operations Support and the operation and security of the Operations Control Center. Oversees system-wide train service and emergency response.
  • Ensures consistent, rapid and thorough response to Service Delivery field incidents, accidents, emergencies, and unusual conditions. Oversees the design, revision and implementation of processes and procedures designed to improve employee performance, proficiency, safety and availability. Makes operational decisions that impact budget and personnel.
  • Oversees and ensures the maintenance, repair and construction activities for NYCT’s Subways system, Staten Island Railway and its infrastructure. Accountable for the direction and performance of Maintenance of Way subdivisions. Provides operational leadership for the inspection, repair, and maintenance of NYCT’s physical right of way assets, signal systems, and communication equipment. Provides oversight of high-profile projects such as Signal Modernization (CBTC) and effectively implements new signals, power, and communication technologies while maintaining existing functionality. Ensures the communication and implementation of safety protocols.
  • Provides executive direction and leadership for all activities related to the maintenance and management of rolling stock to ensure the availability of safe, reliable and clean subway cars and related equipment. Oversees and ensures the development and implementation of strategies for the acquisition and maintenance of new technology cars and provides guidance and oversight for the new car procurement program. Oversees Car Equipment’s SMS program and the management of all maintenance and vendor contracts
  • Provides executive direction for the implementation of EAM to improve maintenance effectiveness. Oversees the development of strategies for special projects, MDBF strategies and the implementation of new tech prototype programs and subway car new technology related projects. Oversees quality assurance initiatives for all in-house and contracted work and maintenance procedures related to electrical, signals, power and communication projects.
  • Oversees Subways Operations budget and finance and the administration of strategic planning, manpower planning and material and equipment planning as well as forecasting and inventory control. Ensures the development and implementation of short- and long-term plans to improve the reliability, safety and efficiency of subways operations as well as the maintenance of the subway infrastructure and rolling stock. Provides executive oversight during emergency response situations 24/7. Oversee the selection, development and discipline of staff. Supports collective bargaining efforts when necessary.
 
  
EDUCATION AND EXPERIENCE:
  • A Baccalaureate Degree from an accredited college in Business Administration, Public Administration, Engineering, Transportation Planning, Transportation Management, or a related field; Master’s degree preferred.
  • Twelve (12) years’ experience, of which eight (8) must have been in a managerial or supervisory capacity.  
DESIRED SKILLS:
The ideal candidate will have experience in the operation and maintenance of a large-scale rapid transit system; proficiency in maintenance planning and strategy; and the political savvy and interpersonal skills to navigate a complex organization and high-profile operation.
