JOB SUMMARY:
 
This position is responsible to manage the day-to-day activities of the 24/7 operation of the Central Manpower section of the Maintenance of Equipment (M of E) Department. Position assist in managing Central Manpower personnel to ensure accurate, consistent and timely decisions are made regarding manpower assignments, compliance of absence control policies and ensuring employee availability for over 1900+ M of E employees; assist in ensuring proper application of contractual agreements and cost effective utilization of personnel.  Position is responsible to ensure proper interpretation and application of seven (7) contractual agreements and work rules with respect to resource scheduling to ensure all assignments are covered with qualified individuals to best utilize resources in a cost effective manner. This position has primary administrative responsibility in the accurate implementation of FRA mandates such as Random Drug Testing and the hours of service regulations. Assist in managing changes to employee status while adhering to corporate policies pertinent to resignations, dismissals and retirements and authorizes straight time and overtime compensation due for all 1900+ M of E employees according to corporate policies, contractual agreements and/or past practices.
 
DUTIES AND RESPONSIBILITIES:
 
  • Assist in the implementation and oversight of the policies and procedures governing the daily operations of Manpower Resource management (24/7 operation) for approximately 1900+ employees governed under seven (7) union agreements. Manage the preparation of bulletins, which result in the movement of craft assignments and awards. Manage the process of all major abolishment/rearrangements (award and “bumping”) of work force consistent with changes in operation while complying with contractual requirements. Audit management and craft payroll, addressing violations of corporate and departmental policies, training agreements and collective bargaining agreements. Develop, compile and analyze statistical data of both internal reports and CTAMS hyperfinds and genies identifying time claims, excessive absenteeism, overtime, etc.
  • Assist in the oversight and management of all aspects of the M of E Department’s Payroll and Scheduling system within CTAMS, including the direct input of all arbitrary and overtime payments and establishing automation of work rules, establishing proper verification procedures and internal controls. Take a lead role in the oversight of FRA mandates relative to random Drug Testing and hours of Service regulations to ensure compliance. Assist with the management of vacation schedules utilizing yearly scheduled picks. Review and manage the adherence allotments of approximately 130+ vacation rosters. Implement procedures to prevent employees from taking unauthorized vacation.
  • Assist in the management and administration of the Corporate Absence Control policy. Prepare/review daily on-premise reports by shift to ensure adherence to Corporate Absence Control policy and inform all levels of M of E senior management of non-compliance. Investigate/analyze and coordinate with General and local chairmen all grievances submitted to the department relative to the compensation, attendance and assignment of craft personnel and prepare appropriate responses for further action. Monitor probationary reports for all newly hired craft personnel.
·         Interact with union representatives in the review of penalty and time claims and resolve any complaints and/or inquiries regarding the manpower utilization and employee payments.
·         Administrator for the maintenance of the Kronos Scheduler System Module and the maintenance of job qualifications, bulletined positions and accounting information. Interface with Human Resources to process PARs for new hire employees. Assist in managing the processing of wage progression payments and rate adjustments.
·         Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Enforces discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

REQUIRED EDUCATION AND EXPERIENCE:
 
  • Must have Bachelor’s Degree in Arts/Sciences (BA/BS) in in Business, Finance, Management or related fields. In lieu of degree, 9years of related experience with supervising related functions: payroll, overtime, absence control, safety, vacation picks, and or training may be considered.
  • Minimum 5 years of related administrative professional level support experience supervising related functions: payroll, overtime, absence control, safety, vacation picks and/or training. 
·         Must possess exceptional analytic, administrative; interpersonal and organizational skills.
·         Must possess demonstrated problem solving and decision making skills with the ability to identify and resolve related problems and make decisions within jurisdiction; and possess sound judgment.
·         Must possess strong human relation and negotiating skills and the ability to motivate and lead a diverse workforce of both represented and management personnel.
·         Must have extensive knowledge of manpower utilization, management and scheduling as well as payroll processing utilizing KRONOS.
·         Must possess strong computer skills, including Microsoft Word, Excel, Outlook.
·         Must possess an extensive working knowledge of applicable labor union agreements (M of E UTU, TCU, IAM, IBFO, IBEW, IASMW, IRSA, BRS241), including Public Law Board sidebar agreements pertaining to MPA and M of E represented staff payroll, time and attendance, and absence control and experience with absence and leave accruals.
·         Must possess knowledge of all M of E union work rules; Corporate Absence Control and Leave policies and M of E departmental procedures regarding tracking of job qualifications, skills and certifications, and payroll.
·         Must possess strong understanding of FRA mandates and regulations regarding Random Drug Testing and Hours of Service mandates.
·         Must possess strong knowledge of requirements to meet the CFR/FRA OSHA DOT mandated classes.
·         Prior experience supervising a staff is preferred.
·         Qualified Central Manpower is preferred.
·         Familiarity with department and corporate structure as well as MTA agencies and Business Service Center.
·         May be required to work hours outside regular work hours, as applicable
