JOB SUMMARY
Provide Equipment Engineering services to improve and ensure reliability and safety of the systems on all Metro-North Railroad rolling stock.
DUTIES AND RESPONSIBILITIES
- Provide engineering management and direction to the Equipment Engineering group. Supervise, direct and mentor assigned staff engineers and associate engineers. Oversee / Provide technical direction on Electrical and Mechanical Engineering and support for the maintenance, repair, overhaul and modification of all systems in all existing Electric Multiple Unit (EMU), Coach and Locomotive fleets operated by MNR.
- Develop and establish maintenance instructions, standards and regulations for repair and modification, maintenance alerts and bulletins, material and equipment procurement and overhaul specifications as required to improve and ensure reliability and safety of all Metro-North Railroad rolling stock.
- Oversee / Perform new vendor product and component evaluations with MNR Procurement and Material Management and Quality Assurance Departments. Perform component failure analysis. Devise methods for immediate and long-term corrective action.
- Provide Equipment Engineering and maintenance requirement expertise for existing fleet to Maintenance Planning, shop operations and technical support group.
- Provide engineering support for facilities maintenance and all mechanical systems in MofE facilities, supporting maintenance of equipment and the rolling stock.
- Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

- Observes the work performed by contractors, as applicable
- Reviews invoices and approve them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable
- Escalates issues to other parties when needed, as applicable
KNOWLEDGE, SKILLS AND ABILITIES
- Strong knowledge of Electric Multiple Unit (EMU), Coach and Locomotive mechanical and electrical systems. Possess substantial experience in Propulsion, Auxiliary Power, Event Recorder, Communication, Doors, Lighting and Power Collections system dynamics and component design.
- Strong technical, analytical and problem-solving skills
- Ability to lead production and review of Technical & Instructional documentation and correspondences
- Working knowledge of micro-processor control diagnostic systems and car borne software as used on rail vehicles
- Excellent interpersonal skills with the ability to work effectively with all levels in MNR, MTA agencies, federal agencies, and outside sources.
- Familiarity with FRA regulations, APTA standards as well as other industry related engineering standards.
- Strong knowledge of electrical and mechanical maintenance practices.
- Strong written and oral communication skills.
- Strong technical writing skills for development of correspondence, Reports, Procedures and Technical Instructions.
- Knowledge of standard safety practices rules and regulations in a railroad environment.
- Knowledge in the review and development of drawings, specifications and technical reports.
- Familiarity with ISO 9000 and Quality Assurance standards and practices.
- Working knowledge of Microsoft Office and/or comparable applications.
- Working knowledge of CAD/CAE software application
- Must have a valid Driver’s License.

REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s Degree in Arts/Sciences (BA/BS) of Science in Electrical or Mechanical Engineering or related field
- Minimum 5 years of experience in an engineering environment and/or equipment manufacturer working on passenger railcars and/or locomotives or related mass transportation equipment
- Minimum 3 years of supervisory experience managing technical professionals and/or a diverse unionized workforce
The following is/are preferred:
- Master’s degree in Arts/Sciences (MA/MS) preferred.

OTHER INFORMATION
- Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
- Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
- Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
- To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying.
