Responsibilities
The Contract Supervisor will perform several key Procurement-related functions including preparing contracts in accordance with MTA procurement practices pertaining to the purchase of goods and contracting services. The selected candidate will develop, solicit, negotiate and award higher-level contracts through the Bid process and the Request for Proposal process, and prepare related documents and analyses. Provide consultation to client departments for the planning of procurement activities, methods, justifications and schedules. Handle special projects. Perform cost/price analyses and draft procedures. Prepare documents for bidding, complete solicitation process and recommend awards. Prepare and negotiate supplementary awards such as modifications/change orders/AWOs covering changes to scope of work, pricing and/or fee schedules, and contracts close-outs. Collect, analyze and report data, place orders in response to inventory forecast. Formulate bid submission requirements, bid evaluations, and review vendor qualifications. Conduct market surveys and qualification hearings. Serve as liaison to other departments, agencies and vendors. Resolve problems such as vendor non-payments, requisition/price discrepancies, material rejections and late deliveries. Under the direction of the Senior Director, supervise and provide training/guidance to lower-level professional/technical staff members.
Education and Experience
A baccalaureate degree from an accredited college with a major in economics, business or public administration or a related field of study and four years of satisfactory full-time professional experience in the fields of procurement and contract administration; Or
A satisfactory equivalent of training and experience.
Desired Skills
Knowledge and experience in purchasing, contracting, specification writing, and inventory management is highly desirable.
Strong analytical abilities and quantitative skills.
Proficient in Microsoft Word and Excel.
Ability to manage multiple responsibilities and tasks.
Excellent computer skills are necessary.
Excellent interpersonal, written and verbal communication skills.
Candidates will be required to demonstrate strong written skills.
