Job Summary:
The Assistant Vice President (AVP), Administration provides strategic and operational leadership and oversees the Central Control Unit (CCU) responsible for the timekeeping function, Office Services Unit, and any future administrative functions assigned to the division. This role also provides executive leadership for the agency's workforce management transformation, including the implementation and ongoing oversight of the Kronos system, with responsibility for data governance, reporting strategy, and system optimization in partnership with IT and business stakeholders. Reporting to the Chief of Staff / Chief Administrative Officer, the AVP is responsible for ensuring these functions operate efficiently, comply with MTA Headquarters policies, TBTA's collective bargaining agreements, and regulatory requirements, and support the agency's mission and operational objectives. This role drives process improvement, optimizes resource utilization, and leads cross-functional coordination to strengthen service delivery, enhance the employee experience, and improve overall organizational effectiveness. The AVP exercises full decision-making authority over assigned functions and plays a critical role in managing risk, improving efficiency, and supporting agency growth.
Responsibilities:
Strategic Leadership & Advisory
Administer and direct organizational administrative operations to ensure alignment with the agency’s strategic goals, operational priorities, and performance objectives.
Drive strategic consolidation and optimization of administrative functions by identifying opportunities to streamline processes, integrate services, and enhance efficiency, service quality, and cost-effectiveness.
Enterprise Projects & Systems Management (Kronos / Workforce Systems)
Oversee and manage complex, enterprise-wide projects related to administrative and operational functions, including the implementation and migration of workforce management systems (e.g., Kronos), ensuring successful execution, stakeholder alignment and minimal operational disruption. Provide ongoing executive oversight of workforce management systems post-implementation, including ownership of data integrity, reporting strategy, and continuous system optimization. Partner with IT and business units to design, develop, and enhance reporting capabilities that support operational decision-making and compliance.
Oversee the implementation and effective use of administrative systems and technologies supporting payroll, time and labor, office services, and operational workflows.
Governance, Compliance & Risk Management
Ensure compliance with all applicable industry standards, MTA Headquarters policies, Triborough Bridge & Tunnel Authority (TBTA) collective bargaining agreements (CBAs), and federal, state, and local regulatory requirements governing administrative, payroll, time and labor, office services, and communications functions.
Develop, implement, and maintain policies, procedures, and internal controls that promote consistency, accountability, risk management, and compliance across all assigned administrative functions.
Stakeholder Engagement & Enterprise Coordination
Serve as a key liaison between MTA Bridges and Tunnels and centralized MTA functions (e.g. Finance, Procurement, Legal, Compliance, IT), facilitating coordination, resolving issues, and ensuring alignment with enterprise-wide initiatives and policies.
Partner with MTA Headquarters (HQ) to implement, track, and ensure compliance with enterprise initiatives, providing feedback and operational insight to inform systemwide improvements.
Performance Management & Analytics
Monitor performance metrics and operational outcomes for assigned functions and prepare reports, analyses, and recommendations for senior leadership to support informed decision-making and continuous improvement. Serves as a strategic advisor to the Chief Administrative Officer and senior leadership on administrative operations, workforce systems, organizational performance, and operational risk.
People Leadership & Vendor Oversight
Provide leadership, direction, and oversight to assigned teams, including setting goals, managing workloads, evaluating performance, and supporting professional development.
Provide executive oversight of vendor and contractor performance related to administrative systems and services, ensuring compliance with contractual requirements and service level expectations.

Qualifications
Bachelor’s degree in arts/sciences (BA/BS) in Business Administration or related field. An equivalent combination of education and experience may be considered
Minimum 14 years of progressively responsible administration, operations, or program management within a large, complex organization (public sector preferred)
Minimum 10 years' experience in management or supervisory role in a large, multi-faceted organization
Valid Driver License in the State of New York
Demonstrated ability to analyze data, develop metrics, and use reporting to drive operational decisions and performance improvements
Demonstrated experience leading enterprise-wide system implementations or major operational transformation initiatives (e.g., workforce management systems such as Kronos
Experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff
Demonstrated ability to effectively work in a high-profile, high-pressure environment
Strong knowledge of payroll, time and labor administration, and workforce management practices, including compliance with collective bargaining agreements (CBAs)
Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders
Proven ability to partner with IT and business stakeholders to manage systems, ensure data integrity, and develop operational and executive reporting
Demonstrated ability to analyze data, develop metrics, and use reporting to drive operational decisions and performance improvements
Strong understanding of regulatory compliance, internal controls, and risk management in administrative operations
Exceptional leadership, communication, and stakeholder management skills, with the ability to operate effectively in a high-profile, high-pressure environment
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement
Must possess excellent team building, listening, problem solving, and prioritization skills
Preferred:
Master’s degree in arts/sciences (MA/MS) Advanced degree in Management or related field
Must possess knowledge of Peoplesoft for Human Resources/Payroll, IG audits, and possess proficient computer skills (with both mainframe and PC practical experience, (i.e., Excel, Word, Visio, Peoplesoft, TEAMS, Kronos, etc.)
Experience working with centralized/shared service models and partnering with enterprise functions such as HR (People), Finance, IT, Procurement, and Legal
Direct experience with Kronos (UKG Workforce Management) implementation, migration, or administration
Experience in a public authority, transportation agency, or highly regulated environment
Familiarity with MTA policies, procedures, and governance structures Preferred
Experience leading post-implementation system optimization, including reporting strategy, dashboards, and analytics development
Experience driving organizational change, process reengineering, or administrative consolidation initiatives
Knowledge of audit processes (internal/external) and experience responding to audit findings
Experience managing vendor/contractor performance related to systems or administrative services
