POSITION SUMMARY
This position is accountable for directing all Buses preventive maintenance activities and establishing, monitoring, and enforcing maintenance policy for all Central Maintenance Facility locations. Responsible for strategic planning of equipment, maintenance of equipment, and scrapping. Accountable for directing continuous communication and feedback on bus conditions, scopes of work and scheduling of buses. Directs the development of the Shop Quality Control Program. Manages and directs all MTA Bus Farebox maintenance and collection equipment. Oversees Unit production (transmissions, etc.) requirements and minimize "out of stock" components. Accountable for directing Buses Support Fleet Services consisting of Non-Revenue Fleet and Non-Fixed Equipment Operations. This includes the specification, acquisition, inspection, maintenance programs, general repair, and decommissioning for a fleet of over 1800 vehicles and 500 pieces of equipment. Accountable for directing all maintenance activities related to Technical Services, Engineering, Research & Development, Customer Service, Bus Procurement, Vendor Inspection, Warranty, Quality Control, Production Planning & Maintenance Program Analysis. Directs the administration of state-of-the-art core, hands-on and depot-based maintenance training/development programs for new and incumbent hourly/supervisory employees. Directs related administrative functions. Accountable for overseeing all financial, planning, analytical, and administrative functions for the combined Central Maintenance Facilities/Chief Maintenance Office (CMF/CMO) Division. Accountable for leading both short- and long-term planning of budget needs and improving core business objectives. Oversees Buses Maintenance Enterprise Asset Management (EAM) Program as a part of the overall MTA initiative to optimize the quality and utilization of assets throughout their lifecycle. Responsible for directing newly created Research & Development / Zero-Emission Fleet Implementation Division. Oversees research, development, and implementation of new technologies and new bus initiatives resulting in more effective, efficient, environmentally friendly, and the safety of buses entering customer service, and increased "Mean Distance Between Failure". Accountable for supporting the EVP Office through the development and execution of maintenance strategies designed to maintain and elevate performance across all bus maintenance operations. Oversee the Quality Assurance group to ensure consistent application of maintenance policies, adherence to standards, and continuous improvement initiatives across all depot maintenance.

RESPONSIBILITIES:
- Coordinates, oversees, and manages all aspects of Shop operations, including major overhauls on electrical, mechanical, and body components of revenue vehicles. Provides a properly maintained fleet. Assures Buses goals and objectives for Overhaul and Quality Control programs are met. Assures that the Unit Shop supports program demands as well as depot requirements. Ensure a safe environment and that all Maintenance operations are coordinated and effectively managed. Directs the thorough pre-inspection of buses. Ensure Quality Control programs are in place to monitor shop floor quality, adherence to scopes of work, and ensuring dwell days are minimized. Manages and directs MTA Bus Farebox operations and creates maintenance policies to improve farebox reliability. Oversees Revenue collection at all MTA Bus Depots and ensures collection equipment is properly maintained and defects are minimized. Directs the improvement of customer service between the CMF and its customers (depots).
- Accountable for directing Buses Support Fleet Services operations for non-revenue vehicles and non-fixed equipment. This includes preventive maintenance; inspections and general repair of a fleet of approximately 1800 vehicles (class 1 thru 8) and 500 pieces of equipment (Forklift, Scrubber, UTV, Scissor Lifts, Tractors, Pay Loaders, etc.); acquisition and replacement of vehicles and equipment; monitoring vendor repair contracts; and monitoring fleet usage. Ensures a safe environment.
- Accountable for directing all financial, planning, analytical, and administrative functions for the combined CMF/CMO Division. Oversees shop maintenance program, fleet planning, bus assignment, and scrap program. Accountable for leading both shortand long-term planning of budget needs and improve core business objectives. Responsible for development and implementation of new programs to ensure the most efficient and effective use of maintenance resources, equipment, and staff; providing high level analytical functions to organize maintenance info and improve maintenance effectiveness; provides informed and cost-effective maintenance decisions through Enterprise Asset Management (EAM). Oversees hiring plans, picks, timekeeping, labor relations, budget, and personnel. This includes taking a lead role in contract negotiations and negotiations on work rules and procedural changes.
- Accountable for the direction and management of the Maintenance Policy and Support section of Buses to ensure that the technical and maintenance policies necessary to meet the operating goals are formulated, implemented, and maintained. Accountable for developing and maintaining field presence to improve responsiveness, problem solving, and the application of uniform standards for maintenance operations. Defines uniform performance compliance standards for bus cleaning, daily maintenance, diagnostic procedures, and fleet appearance, while identifying and incorporating best practices. Oversees timely and efficient preparation and administration of vendor contracts necessary to support new bus purchase requirements. Oversees the development and administration of the warranty recovery program that identifies and maximizes claim recovery for poor vendor workmanship or defective parts. Accountable for the management of off-site inspection and acceptance criteria for new bus procurement. Accountable for the direction of the operation of all Bus maintenance training facilities, including Zerega Training Center, Depot Field Training Locations, and all maintenance vehicles to ensure effective and efficient field and classroom training environments. Provides strategic support to the EVP’s Office by implementing maintenance strategies aimed at maintaining and elevating operational performance. Oversees the implementation of appropriate system-wide maintenance training initiatives. Oversees the design, implementation and control of standards and procedures for core maintenance training. Oversee the quality assurance team to ensure depots are following policy’s and procedures.
- Responsible for directing research, development, management, and execution of new bus initiatives, including the introduction of all electric buses and other zero-emission fleets, and the continued evolution of the hybrid bus fleet, resulting in more effective, efficient, environmentally friendly, and the safety of buses entering customer service, and increased "Mean Distance Between Failure". Takes an industry lead in the incorporation of new technologies and fuel initiatives to achieve a fully zero emission fleet by 2040.
EDUCATION AND EXPERIENCE:
A Baccalaureate Degree from an accredited college in Transportation, Business Administration, Engineering; Fifteen (15) years of related experience, and eight (8) years which must have been in a managerial/supervisory; or
A satisfactory equivalent of combined education and experience requirements in lieu of a degree.
DESIRED SKILLS:
- Deep knowledge of vehicle maintenance, repair, engineering, design, testing, and evaluation for diesel, gasoline, hybrid, and electric fleets
- Expertise in maintenance operations, preventive maintenance strategies, and large‑scale fleet management.
- Strong understanding of farebox systems, revenue collection equipment, and related reliability programs.
- Experience with labor/management negotiations and interpretation of contracts, rules, and procedures.
- Knowledge of procurement, warranty recovery processes, vendor contract management, and equipment specifications.
- Ability to develop and manage budgets, analyze maintenance data, and support strategic planning initiatives.
- Strong leadership experience overseeing large technical teams and complex operational environments.
- Ability to manage competing operational priorities and implement effective problem‑solving strategies.
- Familiarity with new bus technology development, research initiatives, and zero‑emission fleet transition.
- Strong communication and stakeholder‑management skills across internal teams, vendors, unions, and contractors.
