This is a Non-Represented Position.
This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
JOB SUMMARY:
This position serves as the lead for a team delivering training primarily to trainee and incumbent Maintenance of Equipment employees ensuring department employees are in compliance with Federal and State mandates. Oversees the day-to-day training activities and leadership of all M of E Training Specialists. Serves as the primary relationship manager with leadership in the Maintenance of Equipment Department (e.g., Chief Mechanical Officer, General Managers, Deputy General Managers, Master Mechanics, Foremen, administrative leadership) regarding all issues concerning training and recertification of employees in the relevant programs and locations. Lead department representative with expansion, infrastructure, and new technology initiatives as they pertain to the M of E training programs i.e. Car Moving equipment, and new rolling stock procurements.
DUTIES AND RESPONSIBILITIES:
- Manages the day-to-day activities of all team members and trainees, ensuring alignment with Training Department and end user departments. Addresses issues in collaboration with team, Training Department, end user department management. This includes, but is not limited to, overseeing the planning, development and implementation of all training activities, monitoring and conducting practical evaluations of student progress. Delivers training as per the current hiring plan while providing CFR refresher training to maintain certifications. Assist HR with preemployment testing as required to meet operational and hiring needs
- In accordance with CFR Part 243 Training, Qualification, and Oversight for Safety-Related Railroad Employees, develop, design, implement, facilitate, evaluate all training programs relevant to M of E training section to ensure standardization and content are regularly kept current and up to date with FRA regulations and LIRR Operating Rules.
- Implement all CFR mandated training requirements including but not limited to Passenger Equipment Safety Standards (238) and Minimum Training Standards (243). Ensure new rolling stock procurements are effectively managed according to project scope and schedule. Review and assist in developing all related training material ( i.e: Instructor Guide, Student Guide, appropriate schematics)Conduct Course Review Working Sessions to ensure accuracy of content and proper delivery by vendors.
- Establish & maintain positive interdepartmental relationships to ensure training programs are current and within the parameters of department needs and collective bargaining agreements. Provide technical expertise on the evaluation and troubleshooting of current and new on-board systems for the user departments. Implement revisions to current training programs to conform to the new standards.
- Select, manage, develop, evaluate and motivate staff. Support career development for subordinates provide direction to employees and develop departmental/section goals. Ensure professional work environment which respects and enables employees to contribute to their full potential. Ensure compliance to Corporate Policies and ensure a safe work environment for all employees. Analyze and develop skill gap training classes. Ensure staff are “experts” on the fleet and training skills are current.
- Serve as the School Certifying Official- Veteran Affairs (VA) for trainees in applicable M of E training programs . Submit VA enrolment paperwork and monthly certifications for approved On the Job (OJT) Training programs. Perform various administrative functions. Assign schedules and maintain staffing reports for all M of E trainers. Prioritize work of staff.

- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable

REQUIRED QUALIFICATIONS:
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Business, Engineering, Education, Operations Management or related field. Demonstrated, directly related equivalent experience and education may be considered in lieu of the degree subject to approval.
- Minimum 5 years related M of E operations and/or training experience.
- Ability to design, develop, implement, facilitate, evaluate, and measure training and development activities.
- Extensive knowledge of LIRR and FRA procedures and regulations relating to rail equipment testing, inspection, maintenance, troubleshooting and repair.
- Current qualification as a Qualified Maintenance Person (QMP) i.e. Electrician, Car Repairman, etc.
- Subject matter expert in CFR Part 238 Passenger Equipment Safety Standards.
- Must have extensive knowledge of railroad fleet, on-board electrical and air-brake systems, and associated FRA training requirements.
- Effective, proven human relations, interpersonal, written and oral communications and presentation/platform skills.
- Demonstrated, strong analytical and evaluative, decision making and problem[1]solving skills.
- Working knowledge of applicable collective bargaining agreements and work rules.
- Driver’s License Required

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
