JOB SUMMARY:
This position will lead all efforts pertaining to analytical & operational support to the Transportation Department in order to ensure proper resources are available/allocated as required to achieve departmental/corporate goals. While the Sr Manager Transportation Operations Support positions span three distinct areas of responsibility (Administration & Accountability/Budgets/Statistical Analysis) the education/experience/skill set required for all are the same. This position is responsible for providing mission critical reports on operations performance, identifying system weaknesses and other departmental risks. The incumbent is responsible for the development and oversight of operations analysis such as but not limited to Fare Collection, Efficiency Testing, On-Time Performance, Operational Safety, Operating Statistics, Employee Databases, and Critical Risk Management. This position must assist with the data analysis required for the planning, development, management, implementation and control of a cost-effective Operating, Capital/Reimbursable budget. This position must lead all department efforts pertaining to analysis of staffing levels, analysis of biometric compliance within Division 5 payroll, management and revisions of corporate & departmental policies/procedures, human resource functions, employee training/development and the oversight and execution of internal department audits, vulnerability assessments. This position is responsible to ensure proper interpretation and application of six different contractual agreements, work rules, Long Island Rail Road policies & procedures, along with providing statistical analysis of data relating to Transportation Department operations. This position provides essential operational support 24/7, 365 - to Long Island Rail Road's train operations, aiding in ensuring the continued safe and efficient movement of trains across the system while providing customer support. Staff in this role serve as a vital link between field operations and the operating control centers, maintaining situational awareness and direct support during both routine service and emergency conditions.
DUTIES AND RESPONSIBILITIES:
- Develop detailed databases, creating standardization and compatibility of various data sources. Databases must contain current detailed train profiles of every revenue train and various data tables depicting every aspect of risks to achieving a goal of 100% on-time-performance and fare collection.
- Position responsible for continuously improving analytical processes by automating routine ETL (Extract, Transform, & Load) tasks, building parameterized queries and templates for repeated reports, and creating mapped libraries to accelerate monthly and annual reporting.
- Data Sources; TDR Train Delay Recording System, Data Warehouse Replacement Train Delay Power-BI Dashboard, OBTIMS Management Console System, Mobile Ticket Hub, Peoplesoft, CTAMS/Kronos, Crew Management TEAMs system, SAFER system extracts, Yard Tower Toxicology Data Hub, Quality Train Ride Data Hub, Service Planning Data Extracts (GO Extracts, Crew Book Extracts, etc.), MTA Corporate Train Crew Observation Logs, Train & Track Events Board Downloads, TPSS, Crew Management TEAMS System, RSA Archer System, Percipio, AVLM, OSA Text Extract, Hyperion, etc.
- Analyze the impact of new data capture tools, both customer facing and internal, with a focus on identifying actions to optimize performance.
- Manage and oversee data collection and dissemination of operating statistics on daily, weekly, monthly, and annual basis. Develop reports focusing on key statistics, based on daily detailed review of train performance logs.
- Create ad-hoc reports for high-visibility reports on operational data trends and analysis as needed. Answer statistical questions as they arise by Department management employees.
- Build & maintain sources of automated calculation. Design & build templates to be updated by Management & Administrative personnel that will automatically provide & produce trend analysis, various reporting tools with multi-functional abilities.
- Position is responsible for analyzing and overseeing the analysis of various Service Planning extracts. Manpower analysis is required for every General Order/Crew Book to produce headcount, straight-time and overtime forecasts for every crew book position. This requires building analytical models and queries that translate service plans into staffing need projections used to inform operational planning and labor budgeting.
- Position acts as the analytics liaison between Transportation, Service Planning, Payroll, MTAHQ and OMB. Responsible to tailor data extracts and analysis for different governance needs, ensuring data quality and security, and supporting audit and compliance inquiries.
- Manage all aspects of Transportation’s Auditing Processes. Audit, monitor, and manage the examination and testing of all LIRR Transportation processes and outputs to ensure compliance with all LIRR Corporate Policies & Procedures, Transportation Policies & Procedures, Collective Bargaining Agreements, FRA Regulations, and NYS Labor Laws.
- Manage & oversee MTA-LIRR’s Risk Mitigation Program – Managing all stages of the annual Vulnerability Assessment Control Testing Program.
- Provide corrective actions for identified deficiencies, risks and/or vulnerabilities.
- Position must provide, schedule and manage essential operations support to Transportation Train Operations, playing a critical role in ensuring the continued safe & efficient movement of trains across the system.
- Providing on-site platform assistance and customer support at major terminals including Jamaica Station, Penn Station, Grand Central Madison, and outlying terminals during service disruptions, major schedule changes or special events.
- Staffing the Incident Command Center (ICC) and Movement Bureau during weather events or service disruptions to maintain accurate, real-time reporting.
- During weather events tracking and reporting conditions affecting operations, such as switch issues, arcing, snow accumulation, and impacts from hurricanes or severe weather (e.g., downed poles, wires, or trees), and maintaining accurate yard and right-of-way status.
- Providing extended coverage and coordination for major LIRR events, including the Belmont Stakes, U.S. Open, and Cannonball service, as well as other planned or unplanned service impacts. Supporting operational managers in the field through loading, direct communication via radio, use of train keys, hand signaling, and ensuring the protection of LIRR equipment.
- Manage all aspects of LIRR Trainmen CBA’s Appendix Y.
- Cell Phone, OBTIMS issuance, troubleshooting, collection & dissemination.
- Manage all equipment and usage problems regarding malfunctioning lost, stolen or damaged equipment. Inventory tracking & replacement. Collect & return equipment from separated employees ensuring proper procedures are carried out & all required operational documentation.
- Calculate required reimbursements & coordinate with the Controller’s Office to recoup funds as necessary.
- Conducts Train Rides during elevated Risk Mitigation Levels.
- Reports to Yards & outlying Terminals to discuss Risk Mitigation with train crews during elevated levels of Risk Mitigation upon Sr Mgmt Request.
- Manage LIRR Transportation Crew Screen System.
- Conduct Field Visits To Troubleshoot Monitors & Audit Equipment.
- Produce Operational Slides For Train Crew Review.
- Collaborate With Train Operations Managers Monthly For Seasonal Crew Outreach via.
- Manage all aspects and ensure compliance with LIRR Trainmen CBA’s Article 12. Oversee the LIRR Transportation Department’s Uniform Ordering Process, ensure all required notifications are distributed, test the ordering system to troubleshoot issues reported by Train Crews. Manage & distribute to Train Crews (Test Team) replacement garments outside of normal ordering period. Ensure necessary overstock is on hand at all times.
- Position is responsible for Managing the Transportation Department’s budget (operating and reimbursable) including documenting all financial analysis and full coordination of Transportation hiring plans in support of corporate and department goals.
- Position is responsible to ensure proper documentation is in place for all required budget and administrative functions for the Transportation Department.

- If an applicant is Engine Service Qualified (ESQ), maintaining a valid Locomotive Engineer Certification and is not on the active-duty Locomotive Engineer roster, they will be required to provide Engine Service coverage during Engine Service manpower shortages.
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Business, Finance, Management, Public Administration, Information Technology, Mathematics, Computer Science, Accounting or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree requirement.
- In lieu of a Bachelor's Degree, a candidate may be chosen if (s)he possesses a HS Diploma and a minimum of 10 years' demonstrated LIRR Transportation experience, 3 of which must be demonstrated operations support managerial experience (e.g. Transportation Administration, Transportation Budgets, Transportation Operating Statistics & Data Analysis.
- Minimum 7 years of progressively responsible, combined experience in the areas of human resources, audits/internal controls, budget, statistical analysis, payroll, employee development, collective bargaining agreements, procurement, accounts payable and policy & procedures.
- Must possess a valid Driver’s License.
KNOWLEDGE, SKILLS AND ABILITIES:
- Must possess strong, progressively responsible, demonstrated budget experience including preparing and developing budgets and analyzing variances.

- Must be available to work 24/7 during major service disruptions.
PREFERRED QUALIFICATIONS:
- Master’s degree in Arts/Sciences (MA/MS) in Business or Information Technology.
- Minimum 1 year Work Experience Within LIRR Transportation Operations Support; Transportation Administration, Transportation Budgets, Transportation Operating Statistics, Transportation Operating Statistics & Data Analysis, With A Strong Understanding or Railroad Operations And Labor Agreements With An Emphasis On LIRR Transportation Department Structure.
