JOB SUMMARY:
Responsible for the safe, efficient and economical operation of locomotives and multiple unit trains throughout Zones A and C. Ensures that train and engine movements are on time and in compliance with current rules of the Operating Department in addition to those of Federal Railroad Administration. 
 
DUTIES AND RESPONSIBILITIES:
  • Ensure a safe working environment and adherence to guidelines of company safety policies & procedures, such as the Manager’s Intervention Program (MIP). Lead by example. Conduct skill performance evaluations of Locomotive Engineers in accordance with 49 CFR Part 240. Perform safety observations in compliance with LIRR efficiency testing system (SAFER).
  • Participate in commission hour operations at assigned terminals to ensure proper equipment/crew availability, safety, and movement in accordance with timetable schedules.
  • Responsible for all engine service personnel relative to the delivery of safe, reliable and comfortable level of service while maintaining on-time performance standards.
  • Supervise and evaluate the activities of Locomotive Engineers in the production of specified standards for on-time performance, effective train handling and energy conservation.
  • Develop and assess information of which end results will be a solid understanding of customer needs, which will support short and long-term customer strategies.
  • Investigate and evaluate customer correspondence concerning train performance.
  • When requested, may assist with trials/investigations and statements of fact concerning operating problems; make recommendations as to the causes of accidents/incidents and how to prevent the same in the future and review overtime procedures.
  • Investigate and evaluate disruptions of service, e.g. derailments, breakdowns, and accidents that interrupt normal operations. 
  • RFEs are responsible to create, review and administer different computer programs and database (Locomotive Engineer Certification Database, MIP, etc). 
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Perform other assignments as requested by Senior Management.
  • If an applicant is Engine Service Qualified (ESQ), maintaining a valid Locomotive Engineer Certification and is not on the active-duty Locomotive Engineer Roster, they will be required to provide Engine Service coverage during Engine Service manpower shortages.
 
REQUIRED EDUCATION AND EXPERIENCE:
  • A four-year high school diploma or its educational equivalent (GED) approved by State’s Department of Education or recognized accredited organization.
  • Minimum 5 years of combined supervisory and operating experience.
  • Must possess a valid driver s license from the state of your legal residence.
  • Must be qualified/certified as a Locomotive Engineer. 
 
KNOWLEDGE, SKILLS AND ABILITIES:
  • Must possess a strong operating background with full qualification on Operating Rules, Physical Characteristics and Amtrak’s Zone A; must be qualified/certified as a Locomotive Engineer.
  • Must be able to work relief days and to respond to service disruptions or emergencies on a twenty-four hour, seven days a week basis, including (within 2 hours) when off duty.
  • Must have extensive knowledge of train handling procedures, air brake and propulsion systems.
  • Must have a strong understanding of applicable Code of Federal Regulations relating to train operations.
  • Must demonstrate strong oral and written communication skills.
  • Must possess a working knowledge of operating agreements relative to trials, investigations, grievances, etc.
  • Required to work relief days and required to respond to service disruptions or emergencies.
  • Must be able to make spontaneous operational decisions.
  • Strong working knowledge of computer software programs.
  • Strong analytical skills.
  • Must be a current LIRR employee.

  • Bachelor’s Degree in Transportation Operations, Business or a related field.

  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
  • Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
