JOB SUMMARY

Direct and manage all aspects of the Track Department's maintenance resources (i.e., budgets, labor, material and equipment) to ensure Metro-North's track and right-of-way are maintained in safe operating condition.  This position requires a focus on forecasting, planning and implementation of long-range maintenance programs and coordination with the Capital Department for planning and reviewing designs for capital programs.


DUTIES AND RESPONSIBILITIES

  • Provide leadership and direction by managing and controlling all resources (labor, material, and equipment) in association with the design, inspection, and maintenance of Metro-North’s track and right-of-way. This includes developing and managing all budgets for the Track Department. This also includes ensuring all Track sub-departments are aligned in their efforts and effectively collaborating and communicating with all parties to efficiently and safely complete Track work.
  • Act as department lead in supporting Metro-North’s safety program through the execution of required activities and policies associated with personnel working on the tracks and along the right-of-way, such as book of rules, roadway worker, physical characteristics, and efficiency testing.
  • Research, develop, and institute new programs that develop staff and support work groups in expanding system knowledge, reducing operational costs, and supporting new requirements for improvement and expansion of Metro-North’s track and right-of-way.
  • Manage staff in ensuring compliance with mandated Federal Railroad Administration regulations, track safety standard 49 CFR Part 213, and MNR’s MW 4 Manual, as well as establishing Metro-North’s standards and requirements for cyclical maintenance of the track and right-of-way.
  • Provide leadership and direction in developing long-term planning and strategies for track system improvements to meet the operational needs of the future.
  • Serve as liaison between Track and all other Departments, outside agencies, customers, the public, and various stakeholders to progress maintenance and capital projects to assure the infrastructure is in a state of good repair
  • Performs other duties as assigned

  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable
     

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong verbal and written communication skills
  • Strong knowledge and experience regarding critical components of track structure
  • Strong knowledge of Metro-North’s track, right-of-way, stations, and structural infrastructures
  • Strong knowledge of installation and inspection requirement on Metro-North’s territories
  • Knowledge of engineering services required for railroad and corporate operations
  • Knowledge of FRA regulations and AREMA practices
  • Strong working knowledge of Microsoft Office and/or comparable applications
  • Strong analytical skills to analyze new and existing products, equipment, and/or procedures
  • Must be able to recommend improvements or replacements to better support the track engineering systems
  • Must be able to work in a high-profile / high-pressure environment
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies
  • Must be able to implement and participate in Metro-North Railroad’s Safety Program
  • Must be available 24-hours, 7-days per week Must be able to work outside of normal working hours as needed to support maintenance and construction projects
  • Must have a valid driver’s license.
  • Familiarity with Metro-North Policies and Procedures.
  • Familiarity with Metro-North collective bargaining agreements.

REQUIRED EDUCATION AND EXPERIENCE

  1. Bachelor’s Degree in Arts/Sciences (BA/BS) in Civil Engineering or related field or Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of a degree.
  2. Minimum 7 years of experience in railroad and/or transportation operations with track construction and maintenance experience.
  3. Minimum 5 years of management experience in track supervision.

OTHER INFORMATION

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
