This is a Non-Represented Position.
This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

JOB SUMMARY:
The primary responsibilities of the General Manager – Track Outage Planning & Scheduling are to monitor, review, and report on the planning activities as they relate to daily operations as well as the track outage planning process. Support the goals and initiatives for the entire Long Island Rail Road and work closely with LIRR departments focused on customer relations (i.e. Government & Community Affairs, Public Affairs, Market Development, MTA Headquarters Press Office). Manage and direct the track outage planning process and document and communicate resulting changes to service and policies.
DUTIES AND RESPONSIBILITIES:
- Oversee, review, and report on all planning activities involving the scheduling of trains, crews, and equipment that support daily operations, goals, and initiatives as well as future service initiatives and policy changes that result from service delivery changes. Manages LIRR trackwork scheduling in coordination with LIRR and MTA Senior Management (Chief Engineer, Vice President - Capital Program Delivery & Oversight, Assistant Chief Program Officer, Senior Vice President - Railroads Business Unit, Assistant Chief Engineer - Planning & Operations, Vice President - Maintenance of Way), as well as planning counterparts at New Jersey Transit, Metro-North Railroad, and Amtrak.
- Serve as the primary communications agent for the introduction and explanation of the Amtrak East River Tunnel Rehabilitation, Penn Station Access and continued Harold Interlocking Improvement project work as well as future large scale projects performing outreach both internally and externally, at all levels, including senior executives, planning counterparts at New Jersey Transit, Metro-North Railroad, Amtrak, elected officials, and their representatives.
- Represent Chief Service Planning Officer, in coordinating with other mass transit agencies concerning service and schedules.
- Produce and coordinate service plans with other agencies that address the customers’ and region’s needs.
- Perform all other assignments at the request of senior management.
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

REQUIRED QUALIFICATIONS:
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Business/Transportation/Engineering/Technology or related field with 12+ years of related experience. In lieu of degree, 16+ years of related experience may be considered.
- Minimum 12 years in Business/Transportation/Engineering/Technology or related field
- Qualified on LIRR Operating rules, and extensive working knowledge of train movement, physical characteristics and crew and equipment manipulations
- Proven track record as a successful manager with progressively responsible experience
- Must have experience managing staff and budget resources
- Must have ability to work effectively work with senior staff and labor organizations
- Knowledge of FTA and FRA requirements
- Must be available consistent with 24/7 operations
- Strong working knowledge of Amtrak, New Jersey Transit operations in Penn Station
- Ability to plan and implement extensive track outages with minimal customer impact
- Experience handling Labor Relations /Union issues for various crafts and organizations
- Proven ability to effectively direct, motivate, and develop subordinates

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
- Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
- Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
