Summary
This position will provide support and oversight to Maintenance of Way, Division of Track, validating compliance with walking track inspection procedures performed by hourly Track Inspector Specialist employees (T/I). The selected candidate will enforce NYCT Safety policies and rules; determine appropriate sampling sizes to ensure geographic representation of the system; and analyze recent incident trends to develop targeted sampling strategies that address problem areas in a timely manner. The incumbent will work collaboratively with all Subways divisions on special projects to ensure safe and reliable service.
Responsibilities
- The position requires thorough knowledge of Occupational Safety and Health Administration (OSHA) regulations, MOW Safety Rules, MOW Track Standards (MW-1), and track work procedures.
- Responsibilities include evaluating current policies, procedures, rules, and processes to ensure compliance, and managing additional divisional duties as required.
- The selected candidate will support operating divisions in implementing safety policies, annual Safety Goal Action Plans, and monthly Safety Committee meetings.
- They will monitor adherence to NYCT safety policies, labor agreements, and regulatory requirements, and act as liaison between Subways divisions, the Office of System Safety (OSS), labor unions, and the NYS Department of Labor.
- Additional responsibilities include assisting with accident investigations, safety complaints, and injury-on-duty reviews to identify trends and recommend corrective actions.
- Performing Safety Audits across multiple divisions to ensure facilities, maintenance shops, and job sites remain in compliance with established safety policies, standards, and regulatory requirements.
- Creating and updating operating procedures, safety directives, and advisories.
- Reviewing and evaluating new PPE, tools, and chemicals for approval.
- Partner with Track to ensure a comprehensive approach to validating compliance with walking track inspection procedures performed by hourly T/ls.
- The incumbent will also provide on-site support during incidents, coordinate responses to executive-level inquiries, and remain available for emergency situations on a 24/7 on-call basis.
- Lead and participate in special assignments as required.
Education and Experience
- Education: Degree required; Baccalaureate preferred. Major field of study Industrial Management or a satisfactory equivalent field.
- Professional Experience: Minimum of 6 years of relevant industry experience preferred, including 3 years in a managerial or supervisory capacity preferred.
Desired Skills
- Thorough Knowledge of track flagging protection rules
- Thorough knowledge of MW-1 – Track Standards
- Strong knowledge of NYCT/Subways safety regulations, policies, and procedures
- EAM/Info Track Inspection Work Order System
- Familiar with Maintenance of Way subdivisions’ organization structure
- Ability to address technical challenges, resolve safety issues, and interpret labor agreements
- Strong written and verbal communication skills
- Excellent computer and data analysis skills, plus proficiency in relevant software tools (SharePoint, dashboards, databases)
Selection Method:
Based on evaluation of education, skills, experience, and interview.
All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
