JOB SUMMARY
Oversee and manage the safety-critical processes and procedures for the Operations Control Center (OCC), ensuring compliance with all Metro-North Railroad (MNR) operating and safety rules, as well as federal regulations, including supporting the implementation and ongoing management of the (MNR) Certification of Dispatchers Program in accordance with 49 Code of Federal Regulations (CFR) Part 245.
DUTIES AND RESPONSIBILITIES
- Monitor and evaluate performance, certifications and qualifications of Rail Traffic Controllers (RTC’s) as per 49 CFR 245.
- Develop with operations control center and other departments corrective actions for identified deficiencies; manage, track, and monitor the implementation of corrective actions. Document observations; develop instructional paths for employees re-integrating into work force. Provide feedback, reinstruction and initiate disciplinary actions as required. Maintain confidentiality of employee certification files and records.
- Periodically review the adequacy of MNR guidelines, rules, Standard Operating Procedures (SOPs), Emergency Operating Procedures, General Orders, Bulletins and Notices affecting the operations of the control center. Regularly conduct targeted audits of safety-critical tasks performed by rail traffic controllers (RTC’s) and evaluate compliance with all established policies and procedures.
- Assist with maintaining and updating the Rail Traffic Controller (RTC) Manual, ensuring clear and complete instructions specific to RTC Operations.
- Oversee monthly inter-departmental radio review meetings and analyze rail traffic control (RTC) communication review and CFR217.9 failure data for the RTC’s.
- Gather, review, and analyze safety deficiency data; attend regular meetings with other departments.
- Assist as needed, with the implementation of safety-critical software and hardware upgrades to the OCC system such as Positive Train Control (PTC), Enhanced Employee Protection System (EEPS) and Plate Order Protection System (POPS).
- Investigate MNR operational incidents directly related to the OCC.
- Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
- Additional duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of 49 CFR 245 and MNR 245 submission
- Knowledge of rail Operations Control Center (OCC) dispatching operations, MNR operating rules, MNR safety rules
- Ability to perform audit and inspection of human-machine interface systems.
- Strong organizational and coordination skills with thorough knowledge of administrative functions including the ability to work independently and/or simultaneously on multiple tasks
- Must be proficient in Microsoft Office to include Excel, Word, and Power Point.
- Must possess strong verbal, presentation, and written communication skills and able to communicate effectively with various departments and levels of management throughout Metro-North and other MTA Agencies
- Must be able to maintain a high degree of confidentiality and discretion
- Must be able to work nights and weekends to accommodate business needs.
Must be able to respond to emergencies 24 hours a day, 7 days a week - Must possess a valid driver’s license.
REQUIRED EDUCATION AND EXPERIENCE
- Associate’s degree in Safety, Auditing, Risk Management, Transportation or related field. Demonstrated equivalent experience, education and/or technical credentials to include two (2) years of related experience may be considered in lieu of degree.
- Minimum five (5) years of Transportation Operations experience in a safety-sensitive position with a minimum of two (2) years’ experience in auditing and/or quality assurance.
- Minimum three (3) years of experience supervising and/or managing staff and crews, process, or projects.
The following is/are preferred:
- Working knowledge of Metro-North Railroad Physical Characteristics.
- Professional Certifications such as Certified Quality Auditor, Associate Safety Professional (ASP) or Certified Safety Professional (CSP).
- Working knowledge of applicable federal, state, and local regulations including the Federal Railroad Administration (FRA).
- Familiarity with Positive Train Control (PTC), Enhanced Employee Protection System (EEPS) and Plate Order Protection System (POPS).
- Microsoft Access.

OTHER INFORMATION
- Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
- Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
- Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
- To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying.
