Summary

This position is responsible for all business and administrative functions of the depot, including but not limited to budget development and control; personnel administration; analysis of depot methods/procedures and recommendations for productivity improvements. The incumbent will provide operation support to the depot, as well as fulfill specific informational requirements, planning and/or analytical reporting needs of both the division General Manger and the Division of Operations Support. Develop and monitor all depot budgets, overtime, personnel and goal performance-related matters. Analyze depot operations to ensure consistency with established policies and procedures. Recommend policy/procedure changes and improvements to meet and/or maintain goals. Manage personnel activities for all depot employees, including payroll submission and distribution, problem resolution, training needs, medical, and all other personnel and employee-related availability matters.
Additional Responsibilities
  • Develop and monitor all depot budget, overtime, personnel, and goal performance-related matters. Ensure that budget, personnel, and materiel resources are maintained at appropriate levels to meet both service requirements and maintenance production levels. Formulate and track Division level reporting related to Key Performance Indicators and other related metrics. Keen knowledge and enforcement of the New York City Transit Rules and Regulations, MTA All Agency Policies and Collective Bargaining Agreements.
  • Manage personnel activities for all depot employees; training needs (coordination with Training Department); all other personnel and employee availability matters, including 19A medicals/19A revisits, return to work visits, Independent Medical Examiner (IME), missed medicals and random drug and alcohol testing, short-term disability, 60% sick, union release, criminal arrests and convictions, discipline, and violations. Manage Aware and Care, FMLA denial and designations, terminal leave, retirement appointments, PAR employees, sick leave control list administration and absence letters.
  • Direct, supervise and train clerical and professional staff in the completion of all administrative support functions for the depot Provide administrative support to ensure revenue service meets or exceeds quality control standards for safety, cleanliness, and reliable performance. Safeguard and document depot incidents and equipment. Manage paycheck distribution review and reconciliation.
  • Direct the dissemination of information to all levels of employees in the depot, including badges, depot profile, eight-hour rule, employee passes, fuel reconciliation, depot self-audits, internal controls, open records, inventories, license monitoring, locker assignments, parking permits, petty cash, procurement card reconciliation, employee evaluations, blinds/legal requests, bulletins, directives, supplies, wheelchair usage, picks and shifting analysis. Field Operations; 19A Bus Operator Pullout surveys; Backing up surveys and emergency coverage. Supports the GST, GSSEM and AGM of Depot Operations.
Education and Experience 
A Baccalaureate degree from an accredited college in Business Administration or a satisfactory equivalent of education and experience may be considered in lieu of a degree and eight (8) years of related experience, and at least four (4) years of which must have been in a supervisory/managerial/administrative capacity.

  • Must possess excellent verbal, written, and interpersonal communication skills.
  • Knowledge of bus transportation.
