Summary
The Interborough Express will provide a transformative new transit connection between Brooklyn and Queens - providing a direct rail link between Sunset Park and Jackson Heights in less than forty minutes - with service projected every 5 minutes during the peak. 19 stations are planned over an existing 14 mile rail corridor. The stations will allow for connections up to 17 subway lines and 50 bus routes.
The Assistant Vice President, Commercial Executive, reporting to the Vice President, Deputy Project Executive (Commercial), is responsible for managing capital project delivery working on the Interborough Express project in the MTA Construction and Development (C&D) Delivery Department. This position is responsible for managing all aspects of commercial matters that ensure project delivery is efficient; on schedule; within budget; and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines.
Responsibilities
The Assistant Vice President, Commercial Executive will assist the Vice President, Deputy Project Executive (Commercial) in overseeing the control activities for the entire lifecycle of the Interborough Express including budgeting, cost control, scheduling, risk management, and contract management.
Program control responsibilities will include monitoring actual project performance; anticipating and forecasting potential claims; negotiating and resolving claims/disputes; ensuring proper processing of change orders, contract amendments, and payments; and monitoring recovery plans.
Contract management responsibilities will include oversight of contract procurement schedule and process, ensuring contract deliverables are received, ensuring MTA C&D compliance with its own contractual commitments and responsibilities, and tracking all contractual deadlines.
The Assistant Vice President, Commercial Executive will oversee all project management systems. This position will be responsible for standing up necessary systems for a project of this scale; ensuring project-wide compliance with system and project policies, procedures, and standards; and interfacing with systems experts in the Delivery Services Office.
The Assistant Vice President, Commercial Executive will also ensure systems are in place to comply with federal grant requirements and obtain necessary regulatory approvals.
The Assistant Vice President, Commercial Executive will interface with the Development department to ensure necessary funding is in place as required to not impede project progress and the Contracts departments to ensure proper protocls are followed for contract procurements, change orders, and amendments.
The Assistant Vice President, Commercial Executive will oversee a team of budget, schedule and risk experts; coordinate project activities with the project team, C&D staff, contractors, consultants, and third parties; and assist with community and elected outreach activities.
The Assistant Vice President, Commercial Executive will consult with and provide recommendations to senior management for critical issue resolution.
The Assistant Vice President, Commercial Executive will monitor D-Ber and PM/CM compliance with diversity requirements. Engage with firms to ensure good faith efforts are made.
The Assistant Vice President, Commercial Executive’s primary responsibilities are enumerated above; however, the Interborough Express project will require team members to frequently participate in activities outside of their primary functions and constantly coordinate with team members in different functions – this is the norm and not the exception.
Education and Experience
Bachelor’s degree in Quantity Surveying, Engineering, Architecture, Economics, Construction or Project Management, Business Administration, Transportation, or a related field.
Masters Degree in related field preferred.
Must have a minimum of fourteen (14) years related experience.
Minimum of eight (8) years in a management or supervisory role and/or project/commercial manager role in a large, multi-faceted organization.
Competencies:
Significant experience in project management for major construction projects or projects controls with highly complex systems preferred.
Substantial experience leading and managing contractors, subcontractors, or vendors.
Excellent communication and interpersonal skills.
Demonstrated ability with building relationships and working collaboratively with stakeholders at all internal levels within the organization.
Demonstrated ability to work in a high profile, high pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team building, listening, problem solving, and prioritization skills.
Alternative Delivery experience preferred.
