This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
This role will serve as the MTA Agency’s Director, HR Business Partner (HRBP), responsible for implementing the MTA People’s (HR) integrated solutions, programs, and strategies; as well as supporting and implementing a full range of HR activities across multiple functions at the MTA Agency. The Director, HRBP, will partner and serve as a point of contact between the People (HR) Towers and each Agency to align HR strategies, procedures, and business processes, while ensuring compliance with MTA policies and governmental laws and regulations. The Director (HRBP) drives the HR agenda by partnering with People (HR) Towers and management to effectively and efficiently deliver HR programs and initiatives forthe MTA Agency. In addition, the incumbent is responsible for prioritizing and managing a team that focuses upon the implementation of HR strategies and goals to support the MTA Agency.
Responsibilities:
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Drive the planning, review, and execution of HR strategies for the MTA agency.
- Align people strategies with MTA agency’s business strategies partnering with People (HR) Towers to provide guidance on all HR-related issues and needs, including workforce planning, compensation, employee relations, performance management, talent management, change initiatives, organizational design, succession planning, and regulatory compliance.
- Accountable for leading the team to ensure enterprise HR strategies are translated accurately and effectively to the MTA agency. Support the embedding of business strategies in Agency departments at various levels.
- Liaise with the MTA agency departments to identify gaps in the current workforce and set a strategy to help address Agency business needs. Ensure that the Agency has the optimum organizational structure and the right people in the right positions for the business units to achieve their goals.
- Serve as a strategic business partner with expertise and understanding of the MTA agency’s organizational culture, fostering systems thinking, customer focus, and continuous learning, with the ability to identify and communicate organizational needs. Work closely with senior management to provide strategic input on implementing change strategies.
- Work closely with management and employees to improve working relationships, build employee engagement, and retention. Provide guidance to management on MTA’s policies and procedures to ensure consistency and compliance.
- Effectively resolve complex performance management, employee relations matters, and complaints.
- Foster a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Required Knowledge/Skills/Abilities:
- Must have the ability to handle confidential matters and information; strong business acumen.
- Must have experience administering human resources programs with the ability to effectively manage multiple responsibilities simultaneously within limited specific time frames.
- Must possess proven, effective leadership, management, problem-solving, planning, organizing, and decision-making skills, with creative abilities, to identify and resolve related issues and find solutions, as well as establish preventative measures for future occurrences.
- Must have knowledge of and experience working with multiple human resource disciplines.
- Must have knowledge of State and Federal employment laws, HR best practices, and business trends.
- Must have strong managerial skills to effectively lead talent.
- Demonstrated ability to work with all internal and external stakeholders, including the MTA Board, and to communicate and interact well with the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Demonstrated analytical capabilities and quantitative skills.
- Effective communication (oral and written); interpersonal customer service; presentation, conflict/management, and negotiating skills.

Required Education and Experience:
- Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Industrial or Labor Relations, or a related field, or equivalent experience.
- Must have a minimum of ten (10) years related experience, including at least four (4) years in a management/supervisory role and/or project manager role in a large, multifaceted organization.
The Following is/are preferred:
- Master’s degree in a related field.
- Attainment of or in the process of attaining specific functional licenses or certifications in the area of specialty, if applicable.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with the MTA’s collective bargaining procedures.
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
