RESPONSIBILITIES:
  • Provide centralized senior leadership and accountability for system-wide communications asset lifecycle management, configuration control, and governance across the Department of Subways.
  • Provide managerial oversight of technical staff and subject matter experts, including performance management, workload planning, metrics development, recruiting, and professional development.
  • Lead and direct in-house NYCT communications projects and pilot programs for new and emerging technologies by establishing technical direction, governance, and evaluation criteria to ensure scalability, maintainability, and integration into the NYCT environment.
  • Perform risk assessments and develop mitigation strategies for capital and in-house initiatives.
  • Managerial oversight for NYCT communications asset management systems, including Clearinghouse procedures, TRACS, SharePoint-based workflows, and related documentation platforms, supporting more than 500 mission-critical communication rooms to ensure assets are properly documented, standardized, approved, and controlled throughout their lifecycle.
  • Provide managerial oversight of communications record drawings and As-Built governance, including review, validation, coordination of updates to legacy drawings, assignment of new or revised drawing numbers, and verification of contract deliverables prior to Business Unit (BU) signoff to ensure documentation accuracy, configuration integrity, and compliance with NYCT standards.
  • Ensure power and space allocation reviews, design reviews, approvals, and configuration change control are performed consistently and in alignment with NYCT operational standards to reduce operational risk and prevent non-standard or unsupported installations.
  • Support D4 and EFA budget planning and analysis, including resource prioritization and financial oversight, in support with DOS Capital support and Construction Development.
  • Support NYCT’s Enterprise Asset Management (EAM) objectives by ensuring standardized asset data collection and lifecycle documentation, monitoring project adherence to EAM requirements, and facilitating the transition of asset records into operations during capital project phases.
 
EDUCATION AND EXPERIENCE:
Baccalaureate in Engineering, Computer Science, Business Administration or a satisfactory equivalent.
Twelve (12) years’ experience, of which seven (7) must have been in a managerial or supervisory capacity. 
 
Preferred Qualifications: Professional Engineer License
DESIRED SKILLS:
  • Experience providing senior-level leadership and accountability for system-wide communications or technology programs within NYCT standards and procedures.
  • Experience managing or governing communications rooms and technical spaces at scale, including oversight of Clearinghouse processes, TRACS, SharePoint-based documentation systems, and related asset management tools.
  • Experience coordinating engineering efforts across multiple NYCT divisions, including collaboration with Capital Development (C/D), MTA Capital & Design, consultants, and contractors.
  • Experience leading or directing in-house projects and pilot programs for new or emerging technologies, including governance, evaluation, risk assessment, and transition planning.
  • Familiarity with asset lifecycle management, configuration control, change management processes, and Enterprise Asset Management (EAM) requirements.
  • Experience supporting capital and expense planning activities, including D4 analysis, EFA planning, or comparable financial processes.
  • Experience supervising and guiding technical staff, including performance management and workload planning.
  • Experience governing record drawings (as-builts), including validation, updates to legacy drawings, coordination of deliverables, and BU sign-off.
  • Familiarity reviewing cable and material submittals for compliance with NYCT technical specifications, including evaluation of samples and supporting documentation.
  • Familiarity with public transportation, large public infrastructure, or regulated operating environments.
  • Professional Engineering (P.E.) license and/or advanced technical degree preferred, but not required.
