This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:

This position is responsible for the timely review and processing of all Capital project payments for MTA Bridges & Tunnels.  This includes but is not limited to timely and accurate disbursement of payments made to outside vendors and the corresponding accounting for such transactions. The Senior Manager is tasked with managing team workload and resources to ensure that payments are made in accordance with contract terms and for the value received. This position interfaces with various departments involved with the Capital Plan, such as Procurement, Legal, and Project Management, and other stakeholders as required.

Responsibilities:

  • Select, develop, and motivate personnel within the department.
  • Provide career development for subordinates.
  • Provide prompt and effective coaching and counseling.
  • Responsible for discipline/termination of employees when necessary.
  • Review the performance of staff. 
  • Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Manage payment status and information daily and resolve payment/processing issues.
  • Maintains payment status in select databases and generates reports as required to formulate the Capital Payment Information Log for stakeholders.
  • Manages the analysis and preparation of account reconciliations with IMPACT/WAR certificate list from Capital Budget to maintain the Capital Accounting Control Log.
  • Receive bi-monthly MTA Risk & Insurance Management reports for C&D and agency contracts for insurance verification for staff review prior to authorizing payment.
  • Review and approve payments verified by staff and posted to contract payment tracking information in Excel to ensure compliance with Prompt Payment Legislation.
  • Process special payment requests as required, such as: Lien checks, substitution of securities in lieu of cash retainage, lien assignments, and contract closeouts.
  • Supports the external and internal audit process.
  • Provide audit evidence and information regarding MTA procedures and documentation for the sample selection of auditors.
  • Other duties as assigned.

 

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Requires a strong understanding of Microsoft Office Suite, Word, Excel, Outlook, PeopleSoft, and IMPACT or related systems.
  • Strong knowledge and experience in GAAP and Internal Controls.
  • Strong understanding of payment processing and related controls.
  • Requires an understanding of the interrelated nature of financial systems to reconcile information across systems.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to interface with all internal levels within a given organization, including senior management.
  • Demonstrated ability to communicate and interact well with external agencies.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

Required Education and Experience:

  • Bachelor’s degree in accounting, Finance, or related field, or an equivalent combination of education and experience may be considered in lieu of a degree. A related Master’s degree or a Certified Public Accounting license could be used as a substitute for 1 year of related experience.
  • Minimum of 6 years of experience in Accounting, Audit, or Finance.
  • Demonstrated supervisory and/or leadership abilities.

The Following is/are preferred:

  • Master’s degree in a related field.
  • Three years in a managerial and/or leadership role.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.
  • Knowledge of PeopleSoft and reporting systems.
