COMPENSATION
Salary Range: $141,462.00 - $176,827.00 (Grade: ADC008)
RESPONSIBILITIES
This position is responsible for the oversight and direction of all administrative and operational support activities for Staten Island Railway. Directs strategic planning and serves as key advisor to the SVP on a multitude of issues. Principal point of contact for the Office of Labor Relations (OLR), primary point of contact for all internal investigations, liaise with Special Investigations and Review, EEO & Diversity and the Law Department. Oversees employee safety programs and all safety initiatives. Leads all personnel administration functions including financial controls, timekeeping, material control, procurement, IOD processing and training & medical scheduling. Leads workforce planning functions including the development of hiring plans and leading the onboarding of candidates.
- Operating policies and procedures, internal controls, and emergency plans. Provides guidance on employee conflicts.
- Acts as a liaison for EEO. Primary point of contact for administrative efforts and initiatives.
- Ensures employee safety is optimized. Ensure compliance throughout the agency.
- Provides consultation and expert advice to management or other groups on labor issues.
- Work closely with senior management, enhance, develop, implement, and enforce policies, procedures to improve overall operational effectiveness for SIR.
- Supports major business transformation initiatives.
- Directs the planning, design and delivery of all training programs required for operations personnel to maintain a safe, reliable transit system.
- Supports engagement & employee recognition activities and work & safety culture improvement strategies; including planning, execution, employee buy-in and events.
EDUCATION AND EXPERIENCE
- Degree Required: Bachelor’s degree
- Major Field of Study: Transportation Management or a satisfactory equivalent.
- Other: Business, Public Administration or Urban Planning
- Minimum of twelve (12) years of progressively responsible experience in a large, multi-functional organization, preferably a transportation organization.
- Minimum of eight (8) years of managerial or supervisory experience.
DESIRED SKILLS
- Senior level knowledge of human resources activities, labor relations, timekeeping, training, and workforce planning
- Knowledge of financial control, procurement, budget and strategic planning
- Extensive experience in safety
- Ability to apply sound judgment, confidentiality and discernment navigating sensitive workplace issues.
- Proficient and proven project management skills. The ability to negotiate conflict amongst all levels of management and staffing levels as well as the Ops Support team.
- Proficient verbal and written communication skills.
- Must be responsible, dependable, detail-oriented, and able to work with deadlines
- Ability to handle challenges, especially dealing with difficult people
- Excellent interpersonal and customer service skills with the ability to interact with all levels of the organization; seeks solutions that will provide value to the clients.
- Ability to manage, prioritize and balance multiple tasks with adherence to deadlines
- Strong analytical and organizational skills
- Ability to apply policies and procedures to real circumstances
