JOB SUMMARY
This position is responsible for operation, maintenance and control the Metro-North network communication infrastructure systems as well as dedicated networks for PTC, CTC, SCADA, Radio, PA, and Physical Security Systems. Support operational and corporate communication needs and requirements. This position is directly accountable for planning, directing and managing the communication systems which are a major element of the mission critical voice, train and power control systems as well as the communication components related to revenue collection.
DUTIES AND RESPONSIBILITIES
- Provide leadership and technical direction to the railroads backbone Network Infrastructure management workgroup in association with the design, installation, operation and maintenance of the Metro-North wayside and office communication infrastructure.
- Provide leadership and direction in the design, implementation, configuration, maintenance and monitoring support of the CTC, PTC SCADA, PA, radio and security networks.
- Lead the management and execution of revisions and additions to the fiber optic and copper communications systems utilized by the voice, data and control systems throughout the Metro-North operational and corporate territories.
- Directly responsible to monitor and analyze system performances to ensure that all communications services being provided meet the required operational needs of the user or user systems.
- Develop and evaluate network design solutions, system upgrades and revisions from the technical and economic perspective and propose solutions that are efficient and meet the mission parameters for the systems communication services.
- Develop staff and support the workgroup in expanding system knowledge, reducing operational costs and supporting new requirements for the communications systems.
- Provide leadership in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.
- Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
- Performs other duties as assigned.
- Complies with all policies and standards.
- May be required to work hours outside regular work hours, as applicable.
- Observes the work performed by contractors, as applicable.
- Reviews invoices and approves them if the work has contractual standards, as applicable.
- Addresses performance issues with the contractor when possible, as applicable.
- Escalates issues to other parties when needed, as applicable.
KNOWLEDGE, SKILLS AND ABILITIES
- Strong oral and written communication skills.
- Strong knowledge and experience in the integration of optical and IP networks.
- Knowledge of telecommunication copper and fiber plants.
- Strong working knowledge of LAN, WAN, SONET, DWDM, interior routing protocols, network management, carrier or network troubleshooting experience or comparable experience.
- Strong knowledge of communication services provided by the system and an understanding of how the customers will use them.
- Strong knowledge and experience in network system integration.
- Strong working knowledge of Microsoft Office and/or comparable applications
- Develop and manage service and equipment database inventory.
- Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
- Must be able to recommend improvements or replacements to better support the voice and communications systems.
- Must be able to work in a high-profile/high-pressure environment.
- Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
- Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program
- 24-hour 7 day availability required.
- Valid drivers’ license.
The following is/are preferred:
- Familiarity with Metro-North Policies and Procedures.
- Familiarity with Metro-North collective bargaining agreements.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Electrical Engineering or related technical field.
- H.S. Diploma or General Education Degree (GED) and demonstrated equivalent experience, education and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree.
- Minimum 7 years of experience to include: Management of signal systems workgroups (labor, material, equipment) AND experience in wayside signal systems testing compliant with the CFR part 234, 235 and 236.
- Minimum 5 years of Supervisory experience encompassing Engineering, Maintenance, Labor Management, Budget process and Manpower control.

OTHER INFORMATION
- Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
- Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
- Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
