Salary Range: $141,462  - $176,827
Summary
This position is accountable for establishing and maintaining standards for all Paratransit vendor maintenance and transportation operations. Ensures that all vendors provide daily provision for revenue service which meets or exceeds quality control standards for safety, cleanliness and reliability performance as set contractually by NYCT. Directs the development of specifications for new Paratransit vehicles and inspect vendors during the vehicle production process. Inspects and audits records to ensure that all operators are 19A certified and have had all the necessary training. Develop and implement policy instructions for Paratransit and its associated vendors. Provides 24hr support for all functions plus emergency management operations during inclement weather events or emergency related incidents. Ensures the unit provides operational support for special events.
Responsibilities
  • Establish standards for NYCT's entire Paratransit function, including vehicles and service provided. Ensure Paratransit employee and vendor compliance with established standards and applicable regulations. Develop and implement policy instructions for Paratransit and its associated vendors. Manages vehicle registration and license plating for all paratransit leased vehicles.
  • Direct the development of specifications for new Paratransit vehicles and inspect vendors during the vehicle manufacturing process. This includes making on-site visits to manufacturing plants to ensure vehicles are being produced to NYCT's standards. Identify features to be included in future models. Research experiences of other properties that supply Paratransit service.
  • Direct the inspection of vendor records to ensure all operators are 19A certified and have had all necessary training. Keep track of operator accident and customer service records and recommend the dismissal of repeat offenders. Direct the follow-up ride function on customer complaints to ensure vendors correct problem identified.
  • Ensure vendors are maintaining Paratransit vehicles, which are leased to them, up to the standards established by NYCT. Direct frequent inspection of vehicles and of repairs. Prepares and develops reports of findings from audit and inspections subject to liquidated damages within the terms of the vendor contracts. This includes the development of monthly metrics and statistics for vendor compliance and regulatory reporting.
  • Interact with legislative officials, senior management from regulatory agencies and senior managers form other transportation properties, to affect positive change in regulations. Provides 24hr support for all functions plus emergency management operations during inclement weather events or emergency related incidents. Ensures that the unit provides operational support for special events and advocacy group meetings.
Education & Experience
A Baccalaureate's degree from an accredited college in Transportation Management, Maintenance, or satisfactory equivalent
Ten (10) years of satisfactory full­ time related professional experience, and at least six (6) years of which must have been in a managerial/ supervisory/ administrative/executive capacity. 
Desired Skills
Knowledge of the ADA. Transportation experience at NYC Transit or another large public agency. Experience with vehicle maintenance. The ability to deal effectively with all levels of personnel. Excellent analytical decision making, written and oral communication skills.
