Responsibilities
This position supports Capital Construction & Development (C&D) in coordinating and resolving project issues involving communication systems. Working with wide latitude for initiative and professional judgment, the incumbent will plan, design, configure, and integrate applications supporting NYCT’s communication infrastructure. Duties include reviewing and enhancing communication-based networks, ensuring system security, and maintaining internal controls to safeguard agency assets and data.
This position supports Capital Construction & Development (C&D) in coordinating and resolving project issues involving communication systems. Working with wide latitude for initiative and professional judgment, the incumbent will plan, design, configure, and integrate applications supporting NYCT’s communication infrastructure. Duties include reviewing and enhancing communication-based networks, ensuring system security, and maintaining internal controls to safeguard agency assets and data.
The incumbent will participate in internal and external project meetings, conduct field surveys, support system integration and acceptance testing, and develop technical documentation and performance monitoring criteria. The position also serves as a liaison among vendors, maintenance divisions, and user departments to ensure coordinated implementation and long-term operability of communication systems.
- Coordinate design reviews, integration testing (SIT/SAT), and production cutovers with stakeholders, vendors, and maintenance divisions; document as-built conditions.
- Review communication room and cabinet installations; confirm compliance with design and COE standards.
- Support backbone transport systems (SONET/ATM) and fiber plant updates, including labeling, splicing maps, and acceptance checks.
- Provide technical guidance and mentoring; prepare concise technical documentation and executive-ready reports.
- Design and implement software and data solutions supporting NYCT communications (event processing, telemetry, dashboards, NMS/SCADA interfaces).
- Support field-deployed communication platforms (PA, ET, EEBCS, Help Points, IACS, CAMS, PSLAN) and related head-end systems.
- Develop automations (APIs, scripts, ETL) for configuration management and system monitoring; maintain secure baselines and release artifacts.
- Administer databases and applications; implement cybersecurity controls, monitoring, and incident response.
Education and Experience
Computer Specialist I-IV (Software)
1.A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in computer science or a related computer field and two years of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design, including one year in a project leader capacity or as a major contributor on a complex project; or
2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time computer software experience as described in "1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
1.A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in computer science or a related computer field and two years of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design, including one year in a project leader capacity or as a major contributor on a complex project; or

3. Education and/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. A master’s degree in computer science or a related computer field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of the required experience in "1" or "2" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience in a project leader capacity or as a major contributor on a complex project.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one additional year of satisfactory experience in a project leader capacity or as a major contributor on a complex project.

Desired Skills
- Demonstrated experience with communication and network system design, testing, and integration in operational or transportation environments.
- Proficiency in network and server architectures, including Voice/IP, VLANs, routing, firewalls, VPNs, and secure remote access.
- Experience supporting enterprise communication platforms such as PA, ET, EEBCS, IACS, Help Points, CAMS, or comparable systems.
- Working knowledge of software development and automation (e.g., Python, PowerShell, SQL, APIs, ETL pipelines, or related tools).
- Familiarity with SCADA/NMS/Fire Alarm platforms, performance monitoring, and fault management.
- Understanding of cybersecurity principles, access control, encryption, and incident response.
- Ability to interpret and review engineering drawings, as-builts, and network documentation.
- Skilled in preparing concise technical reports, presentations, and executive-level summaries.
- Effective interpersonal and communication skills for collaboration with vendors, maintenance divisions, and user departments.
