This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:

This position is responsible for providing policy project management support to the Chief and Deputy Chief, Policy & External Relations, to include, but not limited to, communications, keynote presentations, coordination between agencies on top policy issues, and following through on executive actions for all areas of the organization. The position is also responsible for the implementation of all policy and administrative directives of the Policy & External Relations Office.  In addition, the position is responsible for close coordination and communication with critical executive leaders at HQ as well as across the MTA to ensure that policy, project, and program initiatives are successful, as well as handling meeting preparation and follow-up.

 

Responsibilities:

  • Responsible for the preparation, drafting, and coordination of policy communications, white papers, talking points, and presentations, ensuring information is accurate and up to date. 
  • Responsible for the preparation of public facing communications from the Office of the Chair regarding the progress of key policy projects and initiatives.
  • Responsible for researching, preparing, and drafting any necessary background memos or other documents for all internal and external meetings for new or ongoing issues, ensuring the Policy & External Relations is informed, ready, and prepared with appropriate materials. 
  • Track policy initiatives and elevate priorities for appropriate City, State, and Federal forums by creating and staffing a policy working group across departments and across MTA agencies to develop MTA’s policy agenda and drive implementation.
  • Prepares for and follows up on internal and external meetings and performs necessary follow-up with relevant parties.
  • Provides members of senior management and direct reports to the Chair and CEO and Chief, Policy & External Relations, the support needed to move projects forward by assisting with gathering information, communicating with multiple parties, developing and monitoring plans, and keeping track of project deadlines and responsibilities.
  • Prioritize and manage multiple projects simultaneously while following through on issues promptly.
  • Manages special projects as assigned.

Qualifications:

Knowledge/Skills/Abilities:

  • Working knowledge in a Microsoft Office Suite environment, including Outlook, Word, Excel, Access, and PowerPoint or equivalent.
  • Must possess excellent customer service and interpersonal skills with the ability to communicate effectively both orally and in writing with various departments and levels of management throughout the MTA and other MTA agencies.
  • Must possess strong leadership and negotiation skills with the ability to foster teamwork and effective working relationships.
  • Exceptionally self-motivated and directed.
  • Excellent understanding of project management principles.
  • Superior understanding of the organization’s goals and objectives.
  • Exceptional experience navigating through the politics of a large, multi-tiered, multi-agency public sector organization
  • Must possess strong organizational and coordination skills with thorough knowledge of administrative functions, including the ability to work independently and/or simultaneously on multiple projects while adhering to deadlines.
  • Must be able to maintain a high degree of confidentiality and discretion.

 

Education and Experience:

  • Bachelor's Degree in Business Administration or related field. Master’s Degree preferred.
  • A minimum of four years of experience supporting high level executives or related project management experience. A Master’s Degree may be substituted for two years of work experience.

 

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers, or within 180 days of hire or transfer for an employee entering an authorized driving position.
