Salary Range: $96,277 – $136,290 (Grade D – 611 Hay points)
 
Summary
 
Responsible for the research, development, implementation and monitoring of all policies, procedures and informational bulletins related to the DOB's transportation operations. This includes a wide range of topics including safety, accidents, administrative issues, operational procedures, equipment, customer service, the Americans with Disabilities Act (ADA), fare policy, etc. Serve as the DOB's point person for the Bus Operator and Dispatchers Uniform Program. Manage all aspects of the DOB's Traffic Engineering Consultant Contract. Coordinate and manage daily assignments for extra list and vacation relief Dispatchers assigned to Manhattan, Bronx, and Brooklyn Road Operations. Ensure that Cross-Utilization of Dispatchers among all 5 boroughs is implemented on a daily basis and in accordance with T.S.O and S.S.S.A. contracts. Coordinate Job Picks.
 
Responsibilities
 
  • Research and prepare procedural and informative bulletins for transportation personnel in all bus agencies. The bulletins include a wide range of topics and issues including safety, accidents, administrative issues, operational procedures, equipment, customer service, the Americans with Disabilities Act (ADA), fare policy, etc. Coordinate from management & distribution. Serve on 19A Re-write Committee with State DMV.
  • Responsible for managing all aspects of the Traffic Engineering Consultant Contract, essential for planning operational improvements including participates in the review of the scope of work for all projects; monitors expenditures; correspond with and provides instructions to the Consultant; attend all meetings; receives and reviews invoices from the Consultant prior to submission to the Controller for payment.
  • Serve as liaison to the Materiel Division, which directly manages the uniform and shoe vendors. Related duties include participation in meetings and communication with Materiel to address uniform issues and assist in resolving problems (e.g. late exchanges, replacement, lost shipments, complaints); plan and participate in B/O Uniform Committee meetings; depot visits and uniform surveys to address various uniform concerns.
  • Coordinate and manage daily assignments for extra list and vacation relief Dispatchers assigned to Manhattan, Bronx and Brooklyn Road Operations. Ensure that Cross-Utilization of Dispatchers among all 5 boroughs is implemented on a daily basis and in accordance with T.S.O and S.S.S.A. bargaining unit contracts. Maintain all personnel/payroll records, update medical modules in EIS, coordinate Dispatcher coverage for special events.
  • Coordinate, conduct and implement General Picks for MaBSTOA and Brooklyn Road Operations Dispatchers, Coordinate and implement a Consolidated Bus Operator pick, including an evaluation of the existing process. Develop an implementation plan for decreasing costs expended during this process.
 
Education and Experience
 
  • Ten (10) years of related experience, at least eight (4) years of which must have been in a supervisory/managerial capacity.

     
Desired Skills:
  • Directly related transit operating experience. Knowledge of NYCT and DOB operating policies, procedures & work practices. Knowledge of related Federal, State and Local laws. Experience managing employees and projects in a union environment. Excellent analytical, writing, and verbal communication and interpersonal skills. Experience with applicable software.
