Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island. 
  
This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. 
 
JOB SUMMARY:
This position is also responsible for the quantitative and qualitative analysis of the data measured by the Track Geometry Vehicle, the generation of reports and recommendations to improve the quality of the track structure. The Assistant Engineer is also responsible for assisting in the development and implementation of the Track Data Management System and Railway Line Clearance System. This individual is also responsible for managing and coordinating the production and updating of Engineering Spatial Database, the design and implementation of custom programs and managing the development and implementation of track infrastructure data and asset inventory for safe operational performance.

DUTIES AND RESPONSIBILITIES:
 
  •  Assist in performing quantitative and qualitative analysis of data measured by the Track Geometry Vehicle, including:
  •  Assist in the Production and distribution of Exception Comparison Quarterly reports.
  •  Analysis of GRMS data for assessment of track quality and structural strength.
  •  Development of track performance indicators to monitor track degradation to aid decision making for maintenance planning and capital investments on track infrastructure.
  •  Configuration of Plasser Off Board Program for custom analysis.
 
  •  Manage the implementation and maintenance of the Track Data Maintenance System and LIRR’s Railway Line Clearance System.
  •  Coordinate with Asset Management team for the input of TC-82, GIS, and other track asset data into the new OPTRAM track management system
  •  Coordinate and interface with Engineers of Track and Track Supervisors to establish procedures for data collection, validations, verifications and updates.
  •  Support field verification and location of track exceptions using GIS/GPS technology.
  •  Verify that Track Geometry Vehicle systems are properly calibrated and monitor periodic maintenance, calibration and verification tasks performed by TC-82 crew and service contracts
  •  Provide engineering knowledge for the review of track designs and specifications.
  •  Select, develop and motivate personnel within the department.  Provide career development for subordinates.  Provide prompt and effective coaching and counseling. 
  •  Responsible for discipline/ termination of employees when necessary.  Review direct reports and approve performance appraisals.  Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential
  •  Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

REQUIRED EDUCATION AND EXPERIENCE:
 
A)
Level I
  •  Must possess a Bachelor’s Degree in Engineering, Computer Technology, Transportation or related field . An additional four years of demonstrated, directly related experience and education may be considered in lieu of the degree.
  •  Must possess two years recent, related Track Engineering experience (approximately 2 years) or successful completion of the Junior Engineer Program and related experience.
  •  Must possess knowledge of Track principles (i.e. rail operations and FRA Standard 213, LIRR MW-1 & CE-1 Standards).
  •  Must possess a thorough knowledge and proficiency in the use of computers and software (i.e. Access, Power Point, Excel, ArcGIS, MS Project, AutoCAD, and OPTRAM). o Must demonstrate comprehensive knowledge of GIS/GPS technology, ESRI applications, mapping, and visual data technologies/application (i.e. OPTRAM).
  •  Must possess knowledge of applicable labor agreements and Labor Relations knowledge of company and department policies & procedures.
  •  Must possess strong communication (both oral and written) and interpersonal skills with the ability to work effectively with all levels of management and to communicate ideas and motivate employees.
  •  Must possess strong leadership skills, strong organizational, planning, analytical, problem solving and decision-making skills demonstrate sound judgment and have the ability to recommend solutions to complex problems
  •  Must possess a professional demeanor and high degree of integrity. o Must possess knowledge of LIRR policies and procedures.
  •  Must be available to be “on-call” as necessary, beyond normal business hours.
B)
  •  Understanding  of Railroad Engineering operations with an understanding of other Railroad disciplines.
  •  Understanding of Rail Road Engineering principles, LIRR operations and scheduling Knowledge of company policies and procedures.
  •  Experience managing/supervising in a union environment.
Level II
  •  Must possess ALL required qualifications listed above for Level I.
  •  Must possess four years of recent, related Track Engineering experience. An additional four years of demonstrated, directly related experience and education may be considered in lieu of the degree.
  •  Must possess experience managing/supervising in a union environment with knowledge of applicable union agreements.
  •  The Assistant Engineer II position also requires the following minimum requirements if elevated from Assistant Engineer I position:
  •  Recommendation from the Section Head and approval of the Chief Engineer.
  •  A 3.0 or better on two consecutive performance appraisals.
  •  Completion of 50% of MECC classes.
Level III
  •  Must possess ALL required qualifications listed above for a Level I & II.
  •  Must possess a Bachelor’s Degree in an Engineering discipline. An additional four years of demonstrated, directly related experience and education may be considered in lieu of the degree.
  •  Must possess six years of directly related recent Track experience in positions with increased responsibilities.
  •  The Assistant Engineer III position also requires the following minimum requirements if elevated from Assistant Engineer II position:
  •  Recommendation from ACE and approval of the Chief Engineer. o A 3.0 or better on the most recent performance appraisals.
  •  Completion of MECC classes
  •  Demonstration of effective supervisory capabilities. o Consistent compliance with safety regulations and ensure the safety of those around him/her.
  •  Must possess a valid NYS driver’s license.

The annual salary range is subject to change and may be modified at the company’s discretion.
