Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.
 
JOB SUMMARY:
The Gang Foreman Training Program is approximately six months in duration and will include both classroom and on-the-job training.  Trainees are required to demonstrate competency under all situations.  Satisfactory completion of the training program will result in the trainee becoming a qualified Gang Foreman.  Upon successful completion of the training program, the employee is required to remain in the sub-department (i.e. Third Rail) for a minimum of 24 months from the date of completion.  All Gang Foremen are on probation for 18 months.  Gang Foremen must obtain Track Car Pilot qualification within 18 months of appointment to the Trainee position in order to maintain the Gang Foreman position; upon TCP (Track Car Pilot) qualification, rate will be increased as per the collective bargaining agreement.
 
DUTIES AND RESPONSIBILITIES:
1. Take all necessary steps to maintain safe, reliable train service and to restore interrupted service and vital systems in the most effective manner.
2. Plan and monitor the execution of construction or maintenance projects to ensure safe, satisfactory workmanship, elimination of unnecessary overtime, and that the work progresses promptly; and coordinate when other departments are involved.
3. Conduct safety observations.
4. Ensure safety meetings are held on schedule and all problems are addressed.
5. Participate in investigations of on-the-job accidents in assigned gangs for cause and prevention.
6. Administer progressive testing and evaluations for newly hired employees.
7. Prepare material charge outs.
8. Monitor materials to help reduce inventory.
9. Accurately complete time and labor reports for members of assigned gang.
10. Monitor vehicle usage forms.
11. Secure and log all tools issued to gang trucks.
12. Maintain a daily log of all gang activities
13. Prepare Blanket Order charge-outs and coordinate supporting documentation.
14. Respond to emergency callouts.
15. Be available for programmed work.
 
REQUIRED EDUCATION AND EXPERIENCE: 
  • A four-year high school diploma or its educational equivalent (GED) approved by a State's Department of Education or recognized accredited organization.
  • Must be a qualified Third Rail Mechanic.
  • Candidates must have completed 4 years of LIRR service and have worked in the Third Rail Department within the last three years.
  • Demonstrated willingness to assume and handle responsibilities.
  • Ability to demonstrate effective oral and written communication skills, as well as interpersonal skills.
  • Required to participate and attend "MECC Training Program" in addition to other classes identified to assist in the enhancement of supervisory skills.
  • Demonstrated knowledge of LIRR CE-1 Sections 3 and 4.
  • Must obtain Track Car Pilot (TCP) qualification within 18 months (Third Rail only).  Upon TCP qualification, rate will be increased as per the collective bargaining agreement.
  • Must possess and maintain a valid driver's license.

*LIRR employees who are promoted to Gang Foreman shall be placed into the same wage progression step that they held last in the underlying craft.

OTHER INFORMATION:
  • Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

  • LIRR: In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
