 POSITION SUMMARY

This position is responsible for directing field operations—including maintenance, inspections, and repair for all Elevators and Escalators (E&E) across New York City Transit. The role directly influences the ability of customers with mobility impairments to access the system and supports the safe and efficient movement of all riders. The incumbent ensures that all E&E equipment within the assigned zone meets operational requirements for availability, reliability, and safety through effective maintenance, inspections, and repair oversight.

 

The position oversees emergency response activities, such as entrapments, accidents, and service calls, through a maintenance workforce deployed from satellite field offices. The incumbent holds primary responsibility for all operational functions within their zone, including longrange planning, labor relations, human resources coordination, materials management, and safety oversight. This role requires readiness to respond to emergencies and critical events on a 24/7 basis.
 

RESPONSIBILITIES:

         Direct and monitor responses to service outages and emergencies that remove elevators and escalators from service and disrupt customer travel, including customers with mobility impairments.

         Maximize customer service by coordinating elevator and escalator maintenance, inspections, and repair activities to minimize service impacts and ensure safe, reliable operations.

         Plan and oversee the efficient allocation of resources for inspection, maintenance, and repair of elevator and escalator equipment to ensure safe operation and maximize equipment availability.

         Lead the development of strategies to enhance maintenance and repair effectiveness through the analysis of performance data and the creation of targeted maintenance plans and procedures.

         Monitor performance trends and operational indicators to drive continuous improvement.

         Ensure compliance with all applicable codes, regulations, and safety standards governing the operation of elevators and escalators.

         Direct support activities within the assigned zone of the Customer Environment and Facilities subdivision, including labor relations, human resources, procurement, materials forecasting, and safety programs.

         Maintain effective internal partnerships with the Press Office, Government Relations, Customer Environment and Facilities, MTA C&D, Real Estate, and ADA offices.

         Support communication and engagement with external stakeholders, including subway customers—particularly those with mobility impairments.

 

EDUCATION AND EXPERIENCE:

1) High School Diploma or its educational equivalent and a minimum of six (6) years’ experience of which three (3) years must have been in a managerial/supervisory capacity   - OR -

2) A satisfactory equivalent of education and experience. 

 

DESIRED SKILLS

• Extensive knowledge of electromechanical equipment and the construction, design, maintenance, and repair of elevators and escalators.

• Strong understanding of project management and maintenance management practices, including planning, scheduling, and resource allocation.

• Familiarity with NYCT budget processes, material procurement procedures, and coordination with other subway divisions.

• Thorough knowledge of safety rules, regulatory requirements, and labor contracts applicable to elevator and escalator operations.

• Ability to diagnose and resolve complex maintenance issues and to effectively allocate and manage resources across an assigned area within the subway system.

Based on evaluation of education, skills, experience, interview, and written assessment.
