POSITION SUMMARY
The Senior Vice President of Operations Support serves as a key executive leader responsible for providing strategic direction, operational oversight, and enterprise-wide governance across all operational support functions for the Department of Buses and MTA Bus. Supporting a workforce of more than 18,000 employees and overseeing an annual operating budget exceeding $2 billion, this role drives operational excellence, financial stewardship, safety leadership, workforce readiness, and organizational modernization across the bus system.  
The SVP is responsible for aligning critical operational support functions—including safety management, training and workforce development, environmental compliance, material management, procurement support, performance analytics, business process improvement, and financial planning, with agency priorities and long-term strategic objectives. This executive ensures consistency, accountability, regulatory compliance, and operational effectiveness across all support divisions.  
The ideal candidate is a transformational and forward-thinking executive with demonstrated success leading large-scale operational organizations within highly regulated, unionized, and complex environments. The role requires a strategic leader capable of integrating cross-functional operations, advancing modernization initiatives, leveraging data-driven decision-making, and fostering a culture centered on safety, accountability, innovation, and continuous improvement.  
The SVP represents Operations Support at the executive level and partners closely with senior leadership to influence agency-wide priorities, strengthen operational performance, support sustainable transit operations, and ensure the safe, reliable, and cost-effective delivery of bus service throughout New York City.

RESPONSABILITIES  
  • Provide executive leadership and strategic direction for all operational support functions across the Department of Buses and MTA Bus
  • Establish enterprise-wide priorities, governance standards, and performance expectations that align with organizational goals and operational objectives
  • Lead cross-functional coordination efforts to improve operational effectiveness, service reliability, workforce readiness, and organizational accountability.
  • Represent Operations Support in executive-level discussions, strategic initiatives, and agency-wide decision-making processes.
  • Oversee all safety programs, accident investigations, operator qualification standards, and regulatory compliance initiatives to ensure adherence with federal, state, and local requirements.
  • Direct the development and implementation of comprehensive safety strategies, hazard prevention programs, and environmental compliance initiatives designed to protect employees, customers, infrastructure, and agency assets
  • Establish and uphold enterprise standards for workforce training, operator certification, licensing compliance, and personnel development
  • Ensure effective delivery of training programs supporting both current operations and emerging technologies, including zero-emissions fleet initiatives, e-mirror systems, and future transportation technologies
  • Promote a proactive safety culture focused on risk mitigation, continuous improvement, accountability, and operational resilience
  • Provide executive oversight and financial stewardship for an annual operating budget exceeding $2 billion
  • Direct enterprise-wide material management operations, including inventory control, parts provisioning, cataloging, warehousing, inspections, and contract administration
  • Ensure strong fiscal discipline, transparency, accountability, and operational efficiency across procurement support and material control programs
  • Oversee supplier performance, contract compliance, lifecycle support planning, and standardized material governance practices to support operational continuity and cost-effective service delivery
  • Establish measurable performance metrics, reporting structures, and governance frameworks across all operational support functions
  • Lead the strategic direction of enterprise data governance, business intelligence, operational analytics, and system modernization initiatives
  • Ensure performance management systems, maintenance platforms, analytics tools, and asset management technologies support informed executive decision-making and long-term operational improvement
  • Drive modernization and technology integration efforts that strengthen operational performance, improve efficiency, and support a “Buses as a Business” culture
  • Coordinate cross-functional efforts to integrate, analyze, and leverage data from multiple operational systems to proactively identify trends, risks, and performance opportunities
  • Promote enterprise standards for data integrity, reporting consistency, system optimization, and cross-departmental collaboration
  • Lead, mentor, and develop senior leadership teams across multiple operational support disciplines
  • Foster a high-performance culture centered on accountability, collaboration, innovation, and continuous improvement
  • Drive organizational transformation initiatives, process improvements, and operational modernization efforts across the bus system
  • Partner with labor relations, operations leadership, and key stakeholders to successfully implement strategic initiatives within a highly unionized environment.

EDUCATION AND EXPERIENCE:  
Baccalaureate Degree in Business Administration, Public Administration or a satisfactory equivalent  
Twelve (12) years of related experience, including a minimum of eight (8) years of managerial/ supervisory experience.  
   
SKILLS  
  • Extensive executive leadership experience overseeing large-scale operational support functions within transportation, transit, logistics, public sector, or similarly complex operational environments
  • Strong expertise in financial management, budgeting, operational analysis, forecasting, and long-range strategic planning
  • Deep operational knowledge across safety management, workforce training, environmental compliance, material management, procurement support, labor relations, and performance analytics
  • Proven experience leading enterprise-wide modernization initiatives, technology integration efforts, and operational transformation programs
  • Demonstrated success managing large operational budgets, complex organizational structures, and cross-functional teams in highly regulated environments
  • Strong understanding of safety management systems, regulatory compliance requirements, risk mitigation strategies, and operational governance
  • Experience deploying and managing enterprise-scale software systems, analytics platforms, maintenance systems, and business intelligence tools
  • Exceptional leadership, communication, stakeholder management, and executive presentation skills
  • Ability to influence senior leadership, build cross-functional partnerships, and drive organizational alignment across multiple business units
  • Strong strategic judgment, problem-solving capability, and decision-making skills in fast-paced, operationally sensitive environments
  • Experience working within unionized organizations and navigating complex labor-management environments preferred
  • Thorough understanding of Department of Buses and New York City Transit policies, procedures, operational standards, and regulatory requirements preferred
  • Proven ability to build, lead, and sustain high-performing, accountable, and service-oriented teams.
