This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:

This position manages the force account operations for NYCT/MaBSTOA career & salary and management employees, to ensure that over approximately 400 million in annual reimbursable dollars are properly processed. It also maintains the KRONOS system for approximately 6,000 career & salary and management employees who use the swipe technology to record attendance. This position is also responsible for the timely and accurate processing of the bi-weekly payroll for all career & salary, and management employees. In addition, this position will oversee the Timekeeping orientation & training for new employees hired into this population.

Responsibilities:

  • Manage the timely and accurate processing of NYCT Kronos bi-weekly payroll, time & labor, and force account close for approximately 6,000 career & salary and management employees.
  • Manage reviewing, processing, and maintenance of employee accrual and leave entitlements, retro payments, and lump payouts.
  • Audit and review pre and post-Payroll documents for all NYCT Kronos paid employees to ensure compliance with CBA/MOUs, MTA/NYCT, and governmental requirements. Back up the accurate processing and handling of paper and/or web-based timecards.
  • Manage Intercompany, all agencies, and external balance transfers.
  • Ensure appropriate files are verified and an audit trail is maintained for each payroll close (i.e., Kronos and PeopleSoft files). Ensure that internal controls are followed and serve as the liaison with Corporate Compliance and Auditing. Provides oversight regarding the testing of internal controls, i.e., Vulnerability Assessment.
  • Review and analyze current processes with the aim of enhancing efficiencies and the productivity of the department.
  • Understanding and implementing Collective Bargaining Agreements for unionized employees and Corporate Policy and Procedures as they impact payments to employees.
  • Manage other payroll/timekeeping processes and ad hoc duties.
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Required Qualifications:

  • Availability to work late on the weekly payroll closing day. Available to work Weekends & Holidays.

Preferred Knowledge/Skills/Abilities:

  • Knowledge of Payroll rules and collective bargaining agreements (CBAs) that govern payment to employees

 

Required Education and Experience:

  • Bachelor’s Degree in Arts/Sciences (BA/BS) Accounting, Finance, Transportation, Public Policy or a related field or an equivalent combination of education and experience may be considered in lieu of a degree; and demonstrated four (4) years of additional related equivalent education, experience and/or technical credentials may be considered in lieu of a degree.
  • Minimum 4 years of experience in a Payroll Accounting function to include payroll processing, auditing, analysis, and reporting.
