POSITION SUMMARY

The selected candidate will provide executive oversight of all maintenance, repair, and replacement activities for infrastructure systems and tunnels, ensuring projects meet budget, design, and operational requirements. This role includes strategic planning, capital budget management, resource allocation, workforce leadership, and coordination with unions, internal departments, external agencies, and emergency response efforts.
 

RESPONSIBILITIES:

The selected candidate will provide executive leadership and strategic oversight for all maintenance, repair, and replacement activities related to infrastructure systems and tunnels, including hydraulic and structural components. Core responsibilities include, but are not limited to:

         Overseeing the execution and progress of multiple projects to ensure alignment with approved budgets, design standards, and operational objectives.

         Developing and implementing short and longterm operational strategies, including identifying and evaluating alternatives to reduce capital expenditures.

         Leading the development, management, and administration of the capital budget.

         Reconciling budget variances between forecasted and actual expenditures in coordination with finance teams.

         Directing the allocation of limited resources to meet production goals while ensuring safe, reliable, and efficient operations.

         Overseeing the procurement, inventory management, storage, and distribution of materials required for ongoing operations and capital work.

         Additional responsibilities include:

         Providing leadership in all workforce management functions, including safety performance, job readiness, employee availability, technical training, performance evaluations, disciplinary actions, personnel decisions, labor relations, job selections, and scheduling.

         Engaging with union representatives and developing strategies to support collective bargaining and labor contract negotiations.

         Serving as the Executive representative in interactions with senior leadership from CPM, OMB, OSS, the broader MTA organization, NYC agencies, and internal/external stakeholders.

         Supporting and participating in emergency response efforts as required.

 

EDUCATION AND EXPERIENCE:

A bachelor’s degree from an accredited college in project maintenance or business management; an equivalent combination of education and experience may be considered in lieu of a degree. Twelve (12) years of full-time related experience and eight (8) years must have been in a managerial/supervisory capacity

 

DESIRED SKILLS

         Comprehensive knowledge of rapid transit operations, including best practices in the inspection, maintenance, repair, reconstruction, and rehabilitation of structural and building assets.

         Strong familiarity with civil engineering principles, construction methodologies, and project management practices.

         Demonstrated ability to apply effective managerial and leadership skills across a diverse, unionized workforce.

         Indepth understanding of subway or railroad MaintenanceofWay operations, including maintenance and construction of track, infrastructure, electrical, and signal system components (highly desirable).
