Job Title: Sergeant, Counterterrorism- Hybrid Threat Unit
Dept/Div: Hybrid Threat Unit/ Special Operations Division
Supervisor: Commanding Officer, Hybrid Threat Unit/ Special Operations Division
Location: Primary location: Manhattan, New York. Secondary Location-TBD
Hours: Twelve (12) hour tours, three (3) days per week with four (4) consecutive rest days.
Summary:
The Department is seeking qualified members from the rank of Sergeant who are interested in being considered for a position in the Hybrid Threat Unit. The Hybrid Threat Unit is a specialized unit strategically deployed to support patrol functions during conditions requiring enhanced coordination, resources, or tactical capability. HTU is responsible for monitoring and responding to field force operations, critical incidents, counter-surveillance, and counterterrorism-related activities and other high-risk conditions. The team is additionally tasked with responding to specific threats and operational conditions within the MTA’s area of responsibility, operating in complex, high-density transportation and infrastructure environments.
Responsibilities:
The Hybrid Threat Unit is responsible for conducting daily deployments to MTA facilities based upon intelligence-driven information. Responsibilities may include but are not limited to:
• Direct supervision and deployment of the HTU Uniform Division.
• Daily scheduling, coordination, and deployment of uniform HTU personnel to MTA Facilities.
• Coordinate operational plans, including protest response and multi-agency operations with patrol supervision
• Coordinate daily operational tasks by communicating with district-level patrol supervision
• Coordinate training and provide support to unit instructors
• Develop specific tasks for daily operations and monitor results, which will include statistics and after-action reports
• Conduct field operations alongside unit officers
• Overseeing unit operations, including, but not limited to, providing professional field supervision and arrest processing
• Ensure HTU teams maintain the most effective patrol patterns to the riding public while conducting their mission.
• Select uniform HTU members to perform counter-surveillance operations and deter terrorist planning.
• Other duties as assigned.
Qualifications:
Sergeants must, at a minimum, have the following qualifications/requirements to be considered for the HTU Physical Agility Examination.
- Must currently hold the rank of MTAPD Sergeant or be on the current Sergeant’s promotional list with previous or current experience as a Police Officer in the Hybrid Threat unit.
- Competent in administrative duties of a patrol supervisor
- Self-motivated and strong leadership qualities
- Ability to receive and provide direct feedback to supervisors
- Communicate professionally and lead a team of officers
- Ability to complete administrative tasks in a timely manner
- Coordinate and communicate with multiple agencies
• Complete a Hybrid Threat Unit Exam Questionnaire.
• Strong interpersonal, verbal, and written communication skills.
• Ability to create operational details for special security needs for the MTA.
• Ability to perform and conduct surveillance operations.
• Ability to review and perform roll call training with daily counterterrorism briefing.
• Complete a candidate Application (Form #69) and forward it to his or her immediate supervisor, who shall complete the applicable sections and then forward the form through the chain of command.
• Successfully pass the HTU Physical Fitness Examination.
Qualified candidates who have successfully passed the HTU Physical Agility Examination must complete the following:
• Successfully complete a panel interview.
Candidates who have been selected for an appointment to the Hybrid Threat Unit must complete the following to remain in the Unit:
• Successfully complete the MTA PD Counterterrorism Training Program.
Other Information
Interested employees who meet the eligibility requirements will receive a notification from the Special Operations Division confirming their eligibility and advising them of the time and reporting location for the Physical Agility Examination.
Candidates that successfully complete the Physical Agility Examination will be invited to participate in a panel interview.
Candidates should understand that they are not guaranteed an assignment with the Hybrid Threat Unit even if they meet each of the above qualifications.
