Agency Mission
MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut. Telework
This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Job Summary
The Human Resources Business Partner Generalist provides a full range of HR support and program implementation activities across multiple functions related to Organizational Development and Training, HRIS, Recruitment, Compensation, Leave Management, and a myriad of program activities for the newly consolidated MTA C&D Agency. In addition, the HRG will aid in special projects under the Director, HRBP, and Manager, HRBP, to assist with identifying gaps in HR processes, workflows, policies, and procedures as needed.
Responsibilities
Support HR Business Partners in recruitment, hiring, retention processes, job posting, and resume screening for qualified applicants.
Conduct background investigations and monitor clearance.
Track candidates and stages of the employment process, prepare and send notifications, and schedule appointments for candidates granted conditional offers of employment.
Participate in the onboarding of personnel.
Attend job fairs, diversity, and outreach functions to attract talent.
Create proposed salary analysis worksheets.
Prepare general correspondence regarding salary adjustments to employees and representatives from other MTA agencies.
Assist with job fairs and employee retention programs and events.
Assist with updating HRIS and Operations data to ensure accuracy and data integrity.
Perform research and other duties to function as an integral MTA C&D People(HR) and MTA People (HR) department member in accomplishing overall departmental goals and objectives
Education and Experience
Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Industrial/Labor Relations, or related/equivalent field.
Must have a minimum of 1 to 3 years related experience.
Proven ability to interact with managers and employees at all organizational levels and work as a team.
Demonstrated proficiency in PeopleSoft HRIS, Microsoft Office Suite, or similar applications, i.e., Word, Excel, PowerPoint, Outlook, TEAMS, ZOOM, or similar virtual platforms.

Final salary is determined by experience, skill set, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
